On September 11, 2014, the first ever historical summit of the Presidents of Mongolia, Russian Federation and People’s Republic of China held in the city of Dushanbe, the capital of Tajikstan.
The historical significance and unique in terms of content and format of the summit is that it was held for the first time in the history of three countries.
As the initiator of trilateral summit, the President of Mongolia Ts.Elbegdorj delivered the speech at the opening of summit.
“Mongolia considers developing friendly relations with the Russian Federation and the People’s Republic of China as the priority of our foreign policy. As neighboring countries connected with long borders, our countries have topics of trilateral discussion and decision related to infrastructure and transit transport” he emphasized.
After, he touched on the following three issues.
Firstly. It is to exchange views on the principles, for the “Ulaanbaatar Summit/Meeting” between the Heads of States of three countries and reach a joint agreement.
Secondly, It is to intensify the process of the “Intergovernmental agreement on transit railways between Mongolia, Russia and China”, to study further the possibility of “a western transmission line for a natural gas pipeline” through the territory of Mongolia
Thirdly, Mr Elbegdorj requested Mr Xi Jinping and Mr Vladimir Putin to support Mongolia’s membership request to join APEC during a High-level summit meeting that will be held in November of this year in Beijing.
Then, the President of the Russian Federation Vladimir Putin and the President of People’s Republic of China Xi Jinping presented their positions and put forward their certain proposals and suggestions concerning issues being discussed at the trilateral summit. The State heads of our north and south neighbors highly evaluated significance of this summit initiated by Mongolia.
Mr. Vladimir Putin said "Naturally, the geographic proximity of Mongolia, Russia and China help us implement beneficial long-term projects in infrastructure, energy and mining”.
Moreover, he stated that all countries gathered in the summit strive for stability in Central and North East Asia, and that the parties should consider trilateral regular dialogue.
In his turn, the President of PRC Xi Jinping highlighted that the development strategies of the three neighboring countries are highly compatible and both Russia and Mongolia have positively responded to China's vision on building an economic belt along the Silk Road.
The three countries, Mr Xi pointed out, can do vetal the Silk Road Economic Belt initiative with Russia's transcontinental rail plan and Mongolia's Prairie Road program, and jointly build a China-Mongolia-Russia economic corridor.
During the meeting, the three leaders also decided to establish a consultation mechanism at the vice foreign ministerial level to coordinate and promote trilateral cooperation.
