REGULATIONS YET TO SOLVE GARBAGE PROBLEM: MINISTER

Jakarta, June 24 (Antara) - Indonesia now has several regulations on garbage management, but none of them has proven effective in solving the waste problem, according to Environment and Forestry Minister Siti Nurbaya. "After we studied the regulations one by one, it turns out that none of them can solve the problems in the field," Nurbaya claimed here on Tuesday. She pointed out that the regulations on garbage management are complex, as there is a law, seven government regulations, a presidential regulation, and several others. The refuse problem can be tackled if all the garbage is handled effectively, thereby leading to a clean and healthy environment for the people. "This means that the environment is really physically clean. The regional governments in the real sense are able to handle it and solve it," she said. The minister stated that with regard to garbage management, the private sector or the government can play an important role, and the people can reap the economic benefits. "In a bid to reduce waste, discussions with the chief economic minister will focus on the business aspects of waste management starting from disposal by households, its sorting, and transportation to being processed in the dumping sites or landfills," she noted. The minister stated that the revisions in the existing regulations should aim to change the approach of the people, business community, and the regional government regarding garbage management. "The president has ordered to initiate breakthroughs. The various aspects related to the business process will be discussed, and regulations, particularly Law No. 18 of 2008 on Waste Management, should be studied, as some articles in it need to be revised," she explained. She affirmed that waste banks, scavengers, and others will continue to be a part of that business process. "We will also seek a breakthrough in the cultural outlook of the people regarding garbage. If garbage is not handled, it will remain there," she added. ***4***
