President of Kazakhstan delivered his Message to people
Astana, March 07, 2009 (Khabar) - At a meeting of the Parliament chamber, where the President of Kazakhstan Nursultan Nazarbayev has delivered his Message “To Renewing and Development through Crisis” to the people of the country, the president offered to fulfill a new plan for the further modernization of the economy and maintenance of the strategy. The President addresses Kazakhstani people since 1997. It presents tasks and goals for future of the state. The priorities always were defined with stages of country development. In 2006 the document supposes to join most developed countries of the world, in 2007 Message suggested global integration, political and economic modernization, last years Message aimed raise of well-being of all Kazakhstani people. And current situation was defined with situation in the world. Addressing deputies, ministers, law enforcement agencies, local authorities, media and all Kazakhstan residents, the president asked them to unite for the sake of overcoming the strongest crisis in the history of the world.

- Everybody wait from this Message and head of the state he will define exact priorities in order everybody will know what to do and where move to.
The President has said that this crisis has come from outside. To overcome it, the leading countries of the world have already spent over 10 trillion US dollars. Kazakhstan has developed a special stabilisation programme, which is currently underway. The government has allocated money for the support of the financial sector, housing construction and SMEs and the country is fulfilling all its liabilities.
Nursultan Nazarbayev, President of RK:
- Planned that in 2010, salaries of the workers in the public area, scholarships and pensions will be increased by 25% and in 2011- to 30%. Average size of pensions will be increased to 25% in 2010 and in 2011- to 30%. And size of basic pensions will raise in 2011 up to 50% from the size of living wage. As it is known the state supported the students who failed to pay for their studying at Universities. And the state allocates additional 11 000 grants and 40 000 loans for students.
However the crisis may take longer than was planned. So the country needs to adopt certain measures directed both at overcoming the aftermath of the crisis and the future economic growth of the country.

- Unfortunately, the crisis has not weakened. But you may be sure that we are ready for it and we will cope with the crisis. I suggest that you maintain the new plan for the further modernization of the economy and the realization of the employment strategy for the provision of the post-crisis development. Of course, we are in need of money. With this view, I believe that the income of the material sector should be used for the maintenance of this plan. In general, we are to use about 600 billion tenge alongside the already approved transfers from the National Fund. However, we are to save the amount of gross reserves, which we currently possess. Another source of money is to maintain strong financial discipline.
The president believes that it is necessary to realize the strategy of the employment of Kazakhstan’s residents, retrain people and create new working places for those who lost their jobs. The sufficiency of working places will be the main index of the activity of government officials and council heads.

- Every council head and minister should be confident about how many working places were created. In order to provide regional employment and for staff retraining, I’ve asked the government to allocate 140 billion tenge. With this money, we will be able to provide work for at least 350 thousand people, let alone public works.
Reconstruction and modernization of municipal networks, construction and repair of roads can employ population, has said the President. Solving this task, the state will realize the important tasks as well.

- Now we should say directly, schools, hospitals that were begun to be built, will be ended. Construction of new objects will be postponed because of current situation but functioning schools and hospitals will be repaired and we will open new workplaces due to this. Also we will stop constructing of automobile and railway roads but money will be spent for roads around regional centers, inter-regional roads.
The head of the country noted that the future of the country depends on the modernization of the economy and the development of basic infrastructure. So, the country is to continue the realization of the present investment projects and it is planned to start the construction of schools, hospitals and roads.

- We have three oil refineries, but we still buy oil and don’t supply Kazakhstan with aviation kerosene, it is a shame. We will continue construction of oil and chemical complex in Atyrau, end construction of Moinak hydroelectric power station, continue expanding and reconstructing of Ekibastuz hydroelectric power station-1. We also build third block of Ekibastuz hydroelectric power station-2 and Balkhash heat electropower station. The state plans to build main gas pipeline Beineu-Bozoi-Akbulak, repair automobile corridor Western Europe-Western China. This will employ 25 000 people in 2009-2010 and in future – 50 000.
Despite all the difficulties, the policy of the country will remain the same. He said that the flourishing, safety and improvements in the well-being of the Kazakh people are the most important aim.

- Our people will reach these aims only if they unite. So, I would like to ask all residents of Kazakhstan to show their ability to work and show their energy, to be economical and help and protect their relatives.
At the end of his speech, Nursultan Nazarbayev addressed the deputies of Parliament, the Government, local executive authorities and the Nur Otan Party and said that the most important aim for them is to solve people’s problems, anti-crisis measure controls and control after spending the allocated money. Also, the president called on civil servants and law enforcement agencies to be responsible. Now is the time that they should be working for the good of the people. Also, the media should be responsible for the information campaign.

- Dear Kazakhstan’s residents. The success of our new stage of development of the country depends on our actions and decisions. We have the necessary resources and experience, which will help us to overcome this crisis. We have a clear anti-crisis programme and we will succeed in everything we want. I am confident that we will be able to overcome all difficulties and make Kazakhstan a strong, flourishing and respected country.
