Project of e-Ministry of Finance to be created

Astana, April 30, 2009 (Khabar) - It will be possible to save money and time, provide services transparently, send tax forms and fill in customs declarations through the Internet and avoid any contacts with state officials. These are the main advantages of an electronic finance ministry. The project is quite expensive as it costs more than 13.5 billion tenge. However, it will pay for itself, stated the minister of finance Bolat Zhamishev.

Bolat Zhamishev, Minister for Finance of RK:
- It is important for everybody and electronic communication development demands great expenses and for the first time the ministry of finance can define not only the required procedures concerning securing the ministry’s information support but also the way to achieve the coverage of expenditure by means of saving funds on services. On the whole, we expect this project to be repaid in 2018.

It is planned to introduce the project of the electronic ministry of finance during the next 3 years. Foreign companies will be responsible for the system’s development. However, Kazakhstan’s part in goods and services will amount to no less than 5.5 billion tenge. The electronic ministry of finance will work on the basis of the one stop shop principle.

Bikesh Kurmangaliyeva, chairperson, National Information Technologies JSC:
- First of all, this structure will be centralized and integrated which is designed for unifying all the processes and functions directed at securing the transparent business procedure of processing the requests of citizens and providing electronic services. This integration is required to provide any state services to the population at every level to be carried out by offices of the ministry of finance in electronic mode and in real time.

The developers believe that the introduction of the “electronic treasury board” will reduce corruption and administrative barriers, positively influence the development of international trade and export potential of Kazakhstan as well as contribute to the integration of member countries of the Eurasian Economic Community in the Customs Union.
