Special sitting on ongoing of crisis in Kazakhstan

Astana, 26 February 2009, Khabar – Devaluation and denomination will not take place in the country. Nursultan Nazarbayev, President of Kazakhstan has said this. He also has denied the rumors that the state is going to recall licenses of «Bank Turan Alem» and «Alliance Bank». Today, the head of state held a special sitting at the Ak Orda residence which was dedicated to the implementation of the anti-crisis program in Kazakhstan.

Nursultan Nazarbayev, President of Kazakhstan:
- In my opinion, the government, the national bank and the «Samruk-Kazyna» National Welfare Fund have worked out the correct program. Now it is required to implement it and not to miss anything. We don’t have much time on our hands and the environment is changing very quickly both in Kazakhstan and in the world. Many forecasts and estimates have changed and some solutions have lost their relevance and some have to be altered, so we need to talk about that.

The crisis management program of Kazakhstan is in action as the state has already allocated funds for it. The most important phase, the financing, is now to start. At the sitting, the prime minister rendered an account of the situation, saying that everything is going as it had been planned and in some cases the government is running ahead of schedule.

Karim Massimov, Prime Minister of Kazakhstan:
- Those solutions concerning the financial sector which were approved in respect of the 4 strategic banks have already come into force. Now, this work has almost been carried out concerning the construction sector and resources which were planned and allocated and have almost reached the banking system. Also, to the developed scheme we’ve added one more scheme on rental housing. Resources for small and medium-sized businesses have been allocated. There were some problems, but they’ve been solved and money can be found in the banks and small and medium-sized businesses will start receiving this money as early as this week. Now, the banks have to start funding the economy.

- When will small and medium-sized businesses receive money?

Karim Massimov, Prime Minister of Kazakhstan:
- We discussed this issue in details yesterday and small and medium-sized businesses will receive money this week.


The situation in the economy of Kazakhstan was also made clear at this meeting. The state of affairs are complicated but not critical, assured the head of the state.

Nursultan Nazarbayev, President of Kazakhstan:
- We have thoroughly examined the realization of the anti-crisis programme for 2009-2010. I’ve promised that every month we will run such meetings to inform our society about the measures that are being undertaken. I would like to say that the world situation is not improving. We can witness a worsening of the situation in such countries as the USA, Europe, Japan, Russia and China. We have to be on the ball. During the good times, we earned some money and didn’t suffer very much. We used 4 billion US dollars in 2007 and, 10 billion US dollars this year to solve problems with shareholders, mortgage lending, the agricultural sector and SMEs. I would like to say that we will continue to support the shareholders. We have to buy out the BTA and Alliance banks and purchase 25% of Khalyk and Kazkommertsbank.

One more issue concerns share holders. The state had already solved the problems of most participants of share construction who suffered from dishonest building companies. And the others also mustn’t worry as their problems will be solved as well.

Umirzak Shukeyev, deputy Prime Minister of RK:
- We control the situation, 5 functioning mechanisms of previous anti-crisis program work and we added 4 more mechanisms – ending of construction of objects according to fixed prices and giving of mortgage loans through the banks, «Zhilstroibank», Fund of rented housing. We will buy flats and lease them for acceptable prices.

Nursultan Nazarbayev, President of Kazakhstan:
- People mustn’t be afraid, they should take part into these programs and receive dwelling. Currently leasing of 100 square meters in Almaty $3000 and $1 500 in Astana. The state leases it for $600-700 and a man can own the flat after he ends paying the whole sum.

Nursultan Nazarbayev asked the central executive power and the administration offices to reinforce control over the implementation of the anti-crisis program of Kazakhstan which concerns the financing of stabilizing measures in the first place. The president stressed that it should be as transparent and effective as possible. Such issues as the support of small and medium-sized businesses, the development of the agricultural sector and an increase of Kazakhstan’s content in the requirements of all companies operating in the country without exception demand paramount attention to be focused on them. Apart from that, the head of state declared that there’s a need to advance local production. Nursultan Nazarbayev noted that despite having tremendous oil reserves, kerosene is not being produced domestically. The Kazakh leader also encouraged the population to take a look at the situation from a different perspective and not to fall into numbness and fear to face changes. On the contrary, people must become more active.

Nursultan Nazarbayev, President of Kazakhstan:
- We have ratified 2900 memoranda on heavy industry enterprises. We have created a special commission, which will watch the situation with large enterprises. Since the consumer does not buy our products, we should decrease the production output and cut the staff. We agreed that a number of energy enterprises, Kazakhmys and Ust-Kamenogorsk ferrous and non-ferrous metallurgy enterprises will not discharge people and that devaluation will help them to meet their obligations.

The head of the republic expressed his hope that the lesson which was taught by the crisis to the entire world community will be beneficial for Kazakhstan and its economy in the first place. The government and administration offices have started to get accustomed to the new reality where every tenge counts. The president set a task for them to cut all expenses with a blank due date. Only social programs of the state will remain untouched.
