V Forum of Kazakhstan’s Women

Astana, 06 March 2009, Khabar – Kazakh women are strongly supporting measures of the state on stabilizing the economy and are ready to become not only a reliable support area but also a forefront in the battle against the crisis which they proclaimed at the Kazakhstan Women’s Forum. The event was held for the fifth time and was dedicated to the anniversary of the National Commission on women and family and demographic affairs. Those who have taken an active part in the organization’s activity throughout all these years as well as fellow countrywomen who achieved great professional success abroad were amongst the invited guests.

Gulzhan Karagusova, Majilis deputy of Parliament of RK:
- We must not just overpass this crisis, we must take worthy place in a new system of economic development. And woman’s role is very important here as she will help in much. And there are very many women among 15 million of Kazakhstanim citizens.

The head of state also visited the forum in order to send his greetings to women on the occasion of their main holiday in the first place. Nursultan Nazarbayev wished them well, health, love, success, tenacity and patience for the sake of keeping peace, stability and prosperity in every Kazakh family.

Nursultan Nazarbayev, President of RK:
- Despite the crisis, we raise social expenditures and raise salary of budget workers, pensions and allowances. We take active measures to employ population and I want to assure dear women that social programs of the state will be realized.

The President stressed that the state together with the National commission has accomplished a lot. The entire stratum of gender legislation is operating today. Kazakhstan is devising a plan to improve the status of women, a number of international conventions concerning children have been ratified and a program on reducing maternal and child mortality is being implemented. At a later stage, special attention will be focused on social support. As early as from the next year, benefits for newborn and child care will be increased. Disabled children under 16 will start receiving financial assistance on a monthly basis and mothers of many children will be treated with special respect.

Nursultan Nazarbayev, President of RK:
- Starting from 2010, mothers who bring up seven children will receive the “Altyn Alka” prize instead of 10 as previously. Mothers with 6 children will be awarded with the “Kumis Alka” title. Mothers of many children who deserve these awards will receive monthly state benefits worth more than 8 thousand tenge. Over 30 billion tenge is planned to be allocated from the budget for these aims.

A system for supporting citizens who decided to adopt children will be developed in the country and measures on stimulating the economic activity of women have been taken. Nursultan Nazarbayev asked the government to elaborate a special program on financing women’s entrepreneurship and the “Nur Otan” party to seriously take up the issue of nomination of women to state and socio-political work.

Nursultan Nazarbayev, President of RK:
- It is being acknowledged across the globe that the representative participation in developing and making decisions is believed to be the index of a society’s progress. A society develops more stably and socially oriented where women make up 30-40% in the power structure. We, as men, underestimate this as women as soon as appointed to high positions start working better than the men who previously held the job. The main things are honesty, objectivity and a great urge towards careers. The head should promote women more confidently and contribute towards making women fulfill themselves as professionals.

There were also tasks concerning the reinforcement of the institution of marriage and family, enhancing its prestige and working out new approaches to the demographic issues amongst 5 core directions of the state’s policy which were made public by the president.

- Nursultan Abishevich, the issues of women, children and family are being solved at a state level thanks to your support including the required financing and corresponding campaigns having been built into the budget for the next three years. We would like to assure you, on our behalf, that the national commission will take an active role in social, economic and political reforms.

At the forum, Kazakh female citizens decided to pay attention to the development of spiritual culture of ethnic groups of Kazakhstan, promote family values, render assistance to women’s organizations on joining efforts at preventing conflicts, extend their participation in the peacemaking processes and continue the policy of gender equality.

Yelena Tarasenko, Majilis deputy of Parliament of RK:
- We must consolidate the unity of people during this difficult time and our force and influence are important but unfortunately the society underestimates this and women always take worse positions in comparison with men. For example, average salary of women is twice less than salary of men though women’s contribution into GDP rose almost 3% during 4 years.

At the same time, women proved that they are capable of managing not only politics and business but also aviation and even polar expeditions. Azurget Shakenbayeva is the president of the state arctic academy in Saint-Petersburg while Toty Amirova is the only female representative in the CIS countries who became a pilot.

Toty Amirova, Air Astana cabin crew commander:
- There is a saying in aviation which states that “everyone can be a captain in the calm but one should try to be a captain in a gale”. Our state and our people shouldn’t be afraid of any economic turbulence as the captain of the country is one of the recognized world leaders who has overcome hardships and problems together with his nation many times.

Aigul Tulembayeva, professor of Al-Farabi Kazakh State University:
- We must become the stable rear for the front of crisis fighting where our men selflessly fight. Any ingenious anti-crisis program will be successful if it is not supported.

Women expressed not only their plans and statements but also their emotions and mood. Svetlana Jalmagambetova, Senate deputy of Parliament of RK said women of Kazakhstan are lucky as once a year the President Nursultan Abishevich meets with them, tells them about measures taken to improve life, says cordial and beautiful words, jokes and compliments to women.
To sum up the forum, the participants adopted a resolution. They encouraged the public, political parties and mass media to contribute to the implementation of the stabilization program of the government.
