Al Suwaidi: Qatar Keens on Enhancing and Protecting Human Rights

Riyadh, May 24 (QNA) - The State of Qatar is keen on enhancing the status of human rights as it is a strategic choice and represents a political pillar of human development entrenched in Qatar National Vision 2030, which includes constitutional, economic, social and cultural reforms, said HE Undersecretary of Ministry of Justice Sultan bin Abdullah Al Suwaidi. In a paper presented before a seminar organized by the GCC General Secretariat in Riyadh today, HE Al Suwaidi added that this policy focusses on key issues in the areas of human rights such as education, health, and environment, as well as the rights of migrant workers and the empowerment of women and children, pointing out that this national vision puts an emphasis on human rights in various forms and sections. Through the presence of institutions that maintain the rights and preserve the dignity of everyone, the State of Qatar has become in a record time one of civilized nations where the rule of law prevails in view of the quick and effective response to all the issues and concerns in the field of human rights, he said, stressing that this is in support of its efforts to achieve human development, consolidate democratization and the building of civilization, and to preserve prosperity and well-being enjoyed by Qatar. In order to promote and protect women, children and vulnerable groups rights, he said a decision was issued to establish Qatar Foundation for Social Action, as a higher institution to undertake via a combined Board of Directors the supervision and observation over the following institutions and centers: Qatar foundation for the care of orphans, Qatar foundation for the care of the elderly, Qatar foundation for protection and social rehabilitation, which includes both Qatar foundation for the protection of women and children and the Qatar foundation for combating human trafficking and social rehabilitation center, the Shafallah center for children with special needs, family consulting center and the social development center. HE the Undersecretary of Ministry of Justice explained that the institution meant to prepare and develop plans, programs, policies and strategies needed to achieve the objectives of these civil society institutions and follow up their implementation. HE Al Suwaidi said that the Permanent Committee for Emergency was formed in accordance with the Cabinet decision N0. 14 of 2011, adding that the committee seeks to prepare studies, develop plans, take measures and procedures leading to facing disasters and their arising dangers, and determine the channels of communication, as well as take measures and procedures to face the problems and risks arising from natural disasters such as earthquakes, hurricanes and floods, fires, collapse and demolition of buildings and blackouts. HE the Undersecretary of Ministry of Justice also pointed to the Emiri decision No 75 of 2011 that established the Administrative Control and Transparency Authority, which aims to achieve control, transparency and fighting against corruption in all its forms and manifestations. HE the Undersecretary of the Ministry of Justice also pointed to the formation of Qatar Committee for Alliance of Civilizations, which seeks to highlight the role of civilizations in enhancing human development and the dialogue, solving conflicts, asserting the values of tolerance, solidarity and peace between the peoples of the world and combating extremism and fanaticism. HE Al Suwaidi went on to say that the State of Qatar has attached utmost importance to the safety of movement and its role in achieving sustainable human development, pointing to the issuance of cabinet decision No. 33 of 2010 on the formation of the National Committee for Traffic Safety by the Ministry of Interior and the authorities concerned in the country to be responsible for traffic safety policy. He noted in this regard that the 'National Traffic Safety Strategy 2013-2022' aims at reducing the number of the victims of the traffic accidents and decreasing the number of deaths resulted from road accidents annually, along with reducing the number of major injuries caused by traffic accidents. In supporting and strengthening the policy of openness, HE the Undersecretary of the Ministry of Justice said Qatar hosts annually Doha Forum, Doha Conference for Interfaith Dialogue and the US-Islamic World Forum. HE Al Suwaidi highlighted Qatar's keenness on improving the conditions of its citizens and residents and on developing its system in a way that safeguards their rights and achieves their visions in providing a decent life and fulfilling the principle of justice and equality, pointing out that numerous accomplishments have been made in this regard. He also pointed to the organization of the elections of the Central Municipal Council that took place on 13 May and saw active participation. the Undersecretary of the Ministry of Justice stressed on the importance attached by Qatar to protect and promote the rights of migrant workers, saying that article N0. 66 of the Labor Law obliged employers to transfer each workers salary to his or her account at any of the financial institutions in the country. HE Al Suwaidi pointed as well to the opening of offices for communities by the National Human Rights Committee (NHRC). The communities offices will realize and role of the NHRC in the promotion and protection of human rights, especially in the workers' rights, he said. (END)
