Amnesty not included in Thailand's provisional Charter

BANGKOK, July 22 (TNA) - The Center of Reconciliation for Reform (CRR) says that political amnesty is not included in Thailand's provisional Charter. CRR Director Lieutenant General Kampanart Ruddit told journalists of the information on Tuesday, noting that the matter has not yet been worked out and it should be, instead, considered by the national reform council to be formed soon. Lieutenant General Kampanart suggested, however, that an amnesty should be acceptable to the society. According to the CRR chief, there are four stages of an amnesty, the first one is fact-finding, followed by a justice system, the rehabilitation of affected parties and then an amnesty. The CRR chief acknowledged that he will invite all politicians and concerned parties to seal an agreement before the new general election to promise that they will support national reform. The CRR director, meanwhile, declined to confirm whether Thai Army and National Council for Peace and Order (NCPO) Chief General Prayuth Chan-ocha would countersign the provisional Charter, expected to be approved by His Majesty King Bhumibol Adulyadej on Tuesday evening. The CRR director revealed that the NCPO chief has ordered its legal and justice staffs to check bills shelved in the Parliament before the junta took control the national administrative power on May 22, 2014 so that the NCPO would consider them.
