BRICS communications ministers may meet in Russia in October

NEW DELHI, March 25. /TASS/. The first meeting of the ministers of communications of the BRICS member-countries (Brazil, Russia, India, China, South Africa) may take place in autumn, Russian Minister of Communications and Mass Media Nikolay Nikiforov told reporters on Wednesday. "Russia has come up with a proposal to include in the agenda of the forthcoming BRICS summit in Ufa the issues relating to cooperation in information and communication technologies and to hold in Russia, presumably, in October, the first meeting of the [relevant] ministers of these five countries," he said following talks with Indian Minister of Communications and Information Technologies Ravi Shankar Prasad. Nikiforov will also visit China, Brazil and South Africa to continue the discussion. "We’ve already sent a formal offer to our colleagues," the Russian minister of communications added, noting that among the issues Russia is planning to discuss were "the fight against the so-called digital gap, cyber security and the governance of critical Internet resources." The minister stressed that Russia offered "the BRICS agencies whose responsibilities included the development of information technologies to support developers who were ready to join forces to create their own software." "This may be financial support - through subsidies, benefits and grants," he went on. "We must create conditions, for example, establish a fund that will provide grants to such developers." Speaking about the negotiations on Russia-Indian bilateral cooperation, Nikiforov added that he had reached an agreement with Prasad "on contacts between experts in the high-tech field."
