Cabinet Discusses 3rd Phased Plan on Implementing National Strategy to Combat Drugs

Doha, April 02 (QNA) - The cabinet held its regular weekly meeting at its Emiri Diwan premises here on Wednesday under HE the Prime Minister and Interior Minister Sheikh Abdullah Bin Nasser Bin Khalifa Al Thani. Following the meeting, HE Deputy Prime Minister and Minister of State for Cabinet Affairs Ahmad bin Abdullah Al Mahmoud said the followig:. The cabinet considered topics tabled on the agenda as follow: First: The cabinet took note of the annual report of the Permanent Committee for Drugs and Alcohol Affairs (PCDAA), on the 3rd phased plan to implement the national strategy on combating narcotics. The said report contains three axes namely a strategy on supply reduction , another on demand reduction (preventive education), and the third strategy of treating addicts and rehabilitating them . The committee recommends to working out a future strategy for the 4th phase and continue updating and develop the modus operandi of the anti-narcotics organs and raising the level of efficiency of the staff in addition to enhancing the role of the educational institutions and the importance of effective partnership between the families , the school , the mosque and the media to ensure a safe society free of narcotics. The cabinet has highly praised the efforts being exerted on part of the aforesaid PCDAA and the concerned organs to put the aforesaid plan into action. Qatar has adopted a comprehensive and balanced approach that complies with the principles and stipulations of the international treaties concerned with combating drugs. Second: Approving an Emiri draft decision on establishing NUWAFIR (to save) for addiction cases treatment. The centre aims to provide treatment, rehabilitation and integrated community welfare to the addiction patients. The emiri draft decision includes provisions relating to the management of the said center and its functions and financial resources, with the Supreme Council of Health (SCH) to be in charge of issuing the organizational structure of the center and setting its its administrative units and sections and determining its tasks . The centre will work out definite systems for maintaining the confidentiality of patients' information and it will not be allowed to disclose anu information about these patients except upon a warrant issued by the competent authority and to be addressed to the Director General. Third: Approving a cabinet draft decision on the overall urban plan in the state of qatar. The draft decision stipulates to work as per the overall urban plan in the state of qatar attached to such a deicison. The plan included a prelude to define such a plan and planning for sustainable growth and the national framework for the development (vision, goals, and spatial distribution strategy) . The data mentioned in the plan contains the structure outlines of the city of Doha, the capital and the other municipalities Fourth: Approval of the cabinet draft decision amending some provisions of resolution No. (32) of 2012 to establish a committee monitoring the inventory and prices of raw materials. This committee, established at the Ministry of Economy and Trade, will collect information on the state of raw material stocks, as well as information on the rates of consumption and prices control. According to the amendment, members representing the Ministry of Interior, the Ministry of Transport, the General Customs Authority, and Qatar Petroleum (industrial ports) shall join the committee. Further mandates may be given to the committee to facilitate the procedures for the import of raw materials and facing any shortage. Fifth: Approval of the proposal by HE Minister of State for Defense Affairs on the restructuring of the military retirement commission. Sixth: Approval of 1. A draft agreement on cooperation in the field of education, higher education and scientific research and technology between the governments of Qatar and Kenya. 2. A draft agreement for cultural cooperation between the governments of Qatar and Kenya. Seventh: Taking the necessary measures to ratify a convention on cultural cooperation between the governments of Qatar and Peru. (END)
