Japan Govt Adopts Reconstruction Policy on 5th Disaster Anniv.

Tokyo, March 11 (Jiji Press)--The Japanese government adopted a basic postdisaster reconstruction policy for the next five years at a cabinet meeting on Friday, the fifth anniversary of a magnitude-9.0 earthquake and massive tsunami that devastated coastal areas in northeastern Japan and triggered the worst nuclear accident in the country. Under the five-year policy, the government plans to wrap up reconstruction programs by providing finely tuned assistance based on diversifying needs in disaster-hit areas by fiscal 2020. The policy specifically calls for continued mental care for those still living as evacuees and support for community rebuilding, as well as improvement in transportation, educational and medical services. For industrial revival, it emphasizes the importance of supporting activities of young people and women, especially in the tourism and marine product processing sectors. The policy also envisages commerce revitalization through financial and sales assistance for local shop owners. In Fukushima Prefecture, the government plans to finish by March 2017 radiation cleanup work in all designated areas around Tokyo Electric Power Co.'s <9501> disaster-stricken Fukushima No. 1 nuclear power plant, so it can lift evacuation advisories and residency restrictions by that time. Also according to the policy, the torch relay for the 2020 Tokyo Olympics and Paralympics will pass through afflicted areas and pre-Games training camps will be held in such areas. The Games will serve as "Recovery Olympics" to support reconstruction efforts, it says. The basic reconstruction policy is scheduled to be reviewed in three years. END
