Merger of Government institutions discussed

Manama, Oct.6 (BNA): Planned merger of some Government institutions today took centre stage as Legislation and Legal Opinion Commission President Abdulla bin Hassan Al-Bouainain met Council of Representatives Speaker Ahmed bin Ibrahim Al-Mulla. First Deputy Speaker Ali Al-Aradi and other MPs also attended the key meeting at the Council of Representatives headquarters. The session focused on the decree-laws which will be promulgated following the Cabinet decision to merge some government institutions as part of efforts to revitalize the national economy. The aforementioned decree-laws stipulate the establishment of the Electronic Government Informatics Authority, the transfer of the responsibilities of the Supreme Council for Vocational Training to the Labour Fund (Tamkeen), the cancellation of the General Organisation for Youth and Sports (GOYS), the amendment of the law on establishing the Bahrain Exhibition and Convention Authority (BECA) and the incorporation of the National Health Regulatory Authority into the Supreme Health Council. Al-Bouainain said that the decrees and decree-laws which will be promulgated following a Cabinet recommendation aims at averting duplication in government work, boosting productivity and slashing expenditure. The session spotlighted the decree-laws on issuing Government development bonds, collecting the cost of establishing and developing the infrastructure in construction areas, establishing and regulating industrial areas, amending some provisions of the law related to commercial companies of Decree Law No. 21 for the year 2001, amending some provisions of the law related to the Civil and Commercial Procedures Act promulgated by Decree Law No. 12 of the year 1971 and amending the law on civil and commercial procedures. "These decree-laws which have an economic dimension aim at consolidating the legislative infrastructure which will consolidate economic freedom, encourage investment, boost trade exchanges and provide more streamlined trade facilities", Al-Bouainain said.
