Minister Riot On Eight-Day Working Visit To Europe To Enhance Human Capital Development

KUALA LUMPUR, June 10 (Bernama) -- Malaysian Human Resource Minister Richard Riot Jaem left to Germany and the United Kingdom yesterday for an eight-day official visit and to meet experts to enhance human capital development in Malaysia. Riot who was accompanied by the ministry's deputy secretary-general (operation) Dr Mohd Gazali Abas, Director General of Polytechnic Department of the Higher Education Ministry Mohlis Jaafar and Human Resources Development Fund Chief Executive Datuk CM Vignaesvaran Jeyandran, will also be focusing on identifying an effective framework for certification under the Recognition of Prior Learning (RPL) offered by institutions and organisations. They will also be benchmarking the existing RPL framework used by the Human Resource Ministry against international framework, stated the Human Resource Ministry in a statement here Thursday. The ministry said the delegation is expected to meet the programme director of the European School of Management and Technology (ESMT) Dr Jens Weinmann on Friday. ESMT is an international non-profit business school based in Berlin and founded by 25 leading companies and institutions, including BOSCH, KPMB, Siemens and BMW. While in the United Kingdom, the delegation will be meeting representatives of UK's Chartered Institute of Personal Development (CIPD); Technical and Vocational Education and Training (TVET) on Tuesday and on Monday, meet Swansea University's Development Officer Dr Mahaboob Basha. In the statement, Riot said the visit to Germany will allow them to gain value-added knowledge and innovative ideas, "which we can translate and devise into strategic plans for the betterment of our nation such as developing an effective education programme similar to ESMT's Executive MBA Programme." "These programmes will help meet the challenging demands of new emerging sectors and help us level the playing field by achieving global competitiveness," he said. Riot said the visits will also provide the delegation with an insight on Germany's Small and Medium Enterprises (SMEs) enhancement initiatives to help achieve quality growth. "Currently SMEs contribute 52 per cent of Germany's economy compared to Malaysia's 33.1 percent," he said. On his UK visit, Riot said the delegates will benefit from gaining knowledge on the implementation of skills training, funding mechanism and management of skills training and gain an insight on the best practices with regards to delivery and improving the quality of training programmes. "By 2020, 60 per cent of jobs will require TVET-related skills, and we should emulate and benchmark against international best practices if we aspire to remain globally competitive. "The development will make TVET a choice of study, increase the TVET talent pool and increase employability of TVET graduates," he said. --BERNAMA
