National Day/ Ministry of Labor and Social Affairs: Broader Job Opportunities for Qatari, Protection of Workers' Rights

Doha, December 11 (QNA) - The State of Qatar took big steps towards achieving wider participation of national workforce to meet the national economy needs of qualified human resources in the context of the National Development Strategy 2011-2016 which emanates from the Qatar National Vision, which in turn pays attention to the sectors of the labor market and social protection and also emphasizes the protection of migrant workers' rights. Among the most significant achievements of the Ministry of Labor and Social Affairs over the past year is providing job opportunities for Qataris to increase their participation in the private sector's labor market, which is the first objective of the labor sector in the ministry. In the top of the job seekers target groups list com those who have a desire to change their jobs, persons with disabilities, elderly people, those who are released from penal institutions, productive families and beneficiaries of Social Security and other vulnerable groups. During the period April 2013- March2014, the manpower department in the Ministry managed to place 3672 job seekers, registered in the Ministry's database, in government and nongovernment institutions. The males to female ratio was 51% of males (1845) to 49 % females (1815). The ministry noted the number of appointees in the government sector amounted to 1678 people being 831 females, 847 males, while in the non-government sector amounted to 1994, of them 984 are females, and 1010 are males. The Ministry's Manpower department expects the jobs Qatarization rate to increase by 4% over the next three years. Meanwhile, the Ministry's records show a total number of 2668 active job applications as on March 2014. Of these applications the male applicants are 744 being 27.9% of the total job seekers during 2013. The Ministry expects the number of students in the education disciplines required to the labor market to increase by 35% over the next three years. In the area of awareness and vocational guidance, the Ministry's Manpower Department conducted a number of campaigns and outreach programs to educate citizens on the importance of work and contribution to national development. It has completed the first phase and started the implementation of the second phase of the Qatari job seekers registration system on the Ministrys electronic website. Meeting labor market needs of the expatriate skilled labor, and the protection of employers' rights are among the important goals of the labor sector in the ministry. In this context, the recruitment department developed a plan for the possibility of contracting with training offices and centers in labor exporting countries to verify the professional qualifications of workers wishing to work in the State of Qatar. The Ministry of Labor and Social Affairs in this regard aims to provide an opportunity for employers to improve their situation and to reduce the recruitment of foreign workers by 02% over the next three years. The number of labor complaints that have been studied during the period from April 2013 until March 2014 was 10541, out of them, the ministry had finalized 9929 complaint (94) percent of the total complaints. Among the most prominent tasks in the ministry is what the labor inspection department carries, particularly the periodic inspections of facilities to verify compliance with the law and ministerial decisions. In this regards the Labor inspection department carried 47090 inspection visits, out of which 34650 by labor inspection section and 12440 by the occupational safety and health section. The social welfare sector is working to raise the capacity of vulnerable segments of society to engage in the labor market where many of the programs and activities were carried out to build the capacities of the beneficiaries of social security on access to the labor market. The Ministry of Labor and Social Affairs, through the social development sector, aims to achieve career and financial, and family success for the community, including children, youth, elderly people persons with disabilities, and women. The Ministry's department of productive families affairs conducted several training and capacity building programs and awareness lectures aiming to raise the basic skills needed to establish and develop income generating projects With regard to the programs of assisting Qatari families to conduct business from home, the productive families' affairs department developed a comprehensive plan to educate Qatari household on money management. It has also implemented specialized training in finance, marketing and project management in coordination with the specialized agencies in this area. (END)
