MOSCOW, May 25. /TASS/. World security and stability will fail to be guaranteed as long as there is no climate of partnership in East-West relations, the secretary-general of the Collective Security Treaty Organization, Yuri Khachaturov, has said. "It is beyond doubt that in the modern conditions there exist common challenges and threats to security. Constructive interaction by all world actors, including international organizations concerned, in tackling these challenges and threats would make the existing world order safer and more stable. The CSTO seeks to establish such interaction," Khachaturov said. "However, in their approaches to this issue a number of partners, in our opinion, stick to grossly outdated stereotypes that emerged back during the years of global confrontation. It is obvious that we will fail to ensure comprehensive security and stability before the world achieves a climate of partnership in East-West relations," he said. Over the past two decades, he remarked, the CSTO concept has undergone certain evolution in connection with world competition for global leadership, struggle for resources, the escalation of armed conflict and the threat of international terrorism. Khachaturov said the CSTO had created an effective system of collective security based on "three areas of collective efforts: political cooperation, military cooperation and cooperation in resistance to challenges and threats; all three areas complement each other."
