Qatar Supports Efforts to Promote Geneva Conventions

New York, October 20 (QNA) - The State of Qatar has confrimed that it would continue to support all efforts that contribute to the promotion of compliance with the four Geneva Conventions and the protocols thereto. It considers that the widespread ratification of the four Geneva Conventions and additional protocols confirms the position that the international community attaches to international humanitarian law. This came in a statement by Yousuf Sultan Laram, Qatar's deputy permanent representative to the United Nations before the Sixth Committee of the General Assembly of the United Nations in its discussion of item/status of the additionla protocols to the Geneva Conventions of 1949 relating to the protection of victims of armed conflicts ". He said "while the delegation of the State of Qatar welcomes the global recognition of the Geneva Conventions and the additional protocols which have contributed to the protection of victims of armed conflicts, but the difficult humanitarian situation faced by many people as a result of the current conflict and lack of respect for the parties to conflicts, particularly Governments, legal obligations, clearly reveals that the ratification of the conventions and the protocols thereto is not enough alone, because it is not the ultimate goal of the international community, but it is a means of implementation by States of their obligations to respect international humanitarian law." He said the persistence of flagrant violations of international humanitarian law in conflicts in various regions of the world had led to disastrous results including killing of civilians, children and women, displacement and destruction of their homes and property, and the indiscriminate use of banned weapons, as well as the use of starvation and siege. He added that this stresses the need for effective implementation of the mechanisms established by the international community to ensure compliance with international humanitarian law. He stressed in this regard, the need for implementation of the plan of action adopted by the first International Conference of the Red Cross and Red Crescent, to implement the provisions of this Act, as well as the consent of States to the provisions of article 90 of Protocol I regarding the international fact-finding Commission, with a view to giving a global attribute.(QNA)
