Russia to be "represented at appropriate level" at UN climate conference - Peskov

MOSCOW, October 27. /TASS/. The Kremlin has not yet given an exact answer to the question whether Russian President Vladimir Putin will travel to Paris for the UN Climate Change Conference. "Russia will be represented at an appropriate level," presidential spokesman Dmitry Peskov said. The Kremlin spokesman gave a similar answer two weeks ago. French Minister of Ecology Segolene Royal is in Moscow on Tuesday. She has brought a formal invitation to the forum. The conference is scheduled for November 30 - December 11. A new international agreement on climate change, which will ensure the consolidation of international efforts to reduce the burden on the climate system and replace the Kyoto Protocol after 2020 is due to be signed at the 21st Climate Change Conference in Paris. Presidential adviser and climate change envoy Alexander Bedritsky earlier told TASS that the agreement would be signed. He noted, though, that there were significant differences between the parties. Russia and the EU believe that a new agreement must be legally binding, while the United States says the agreement should be more general and framework. Speaking at the UN General Assembly on September 28, Russian President Vladimir Putin suggested "convening a special forum under the auspices of the UN to comprehensively discuss the problems connected with the depletion of natural resources, habitat destruction and climate change." He added that Russia was ready to become one of the organizers of the forum. "By establishing quotas for harmful emissions and using other tactical measures, we will ease the problem for some time but will not be able to solve it fundamentally. We need totally different approaches. We should talk about implementing principally new technologies which do not cause damage to the outside world and are in harmony with it," the Russian leader said. In his opinion, such measures should help restore the balance between the biosphere and the technosphere."
