Russia to introduce sanctions against Turkey and roll up certain joint projects - PM Medvedev

MOSCOW, November 26. /TASS/. Russia will impose restrictions against Turkey and freeze a range of joint projects in response to the attack against the Su-24 aircraft, Prime Minister Dmitry Medvedev said on Thursday at the cabinet meeting. He gave two days to government agencies to prepare specific proposals and said Ankara had made "an act of aggression" against Russia. The issue was discussed the day before with the Russian President Vladimir Putin, Medvedev said. "The government is tasked to develop a system of response measures in economic and humanitarian spheres against the aggression act," the Prime Minister said. Proposals developed by the Cabinet should be merged in a single regulatory document. "This is probably be a decree of the president and the government decree taken on such basis," Medvedev said. "In these documents, we will focus on the introduction of restrictions and prohibitions on the activities of economic entities on the territory of Turkey, Russia, restrictions and bans on supply of products, including food products, execution of activities and provision of services by Turkish companies and other restrictive measures," Medvedev said. The Prime Minister added that the restrictions may also concern a number of investment projects, "cooperation with Turkey, which was determined by a high level of confidence in this state." "These treaties, these investment projects can be frozen, or simply scaled down," Medvedev said. Proposals on restrictions should be presented "within two days to make a transition to relevant procedures as soon as possible," he added. Economic restrictions Russia is now imposing against Turkey are in line with the norms of the World Trade Organization (WTO), Economic Development Minister Aleksey Ulyukayev said in his turn. "Article 21 of General Agreement on Tariffs and Trade (GATT) from 1994 enables introduction of various restrictions in trade of commodities and services and in the field of investment in case of threat to national security. We’re evidencing this case," the Minister said. Besides, he said, within those measures Russia can change customs duties and set them on a number of Turkish commodities, ban or limit calling of Turkish ships at Russian ports as well as using Russia’s airspace, restrict tourist activity, withdraw from science and technical programs.
