Solid Team Work Contributes To Success Of India's Kumbh Mela

By Erda Khursyiah Basir PUTRAJAYA (Malaysia), Oct 23 (Bernama) -- Solid team work involving stakeholders, public and private sectors contributed to the key success of the largest spiritual gathering in Uttar Pradesh, India, known as 'Kumbh Mela.' Principal Secretary Department of Planning, Government of Uttar Pradesh Dr Devesh Chaturvedi said the cooperation given by the people involved in 'Kumbh Mela' as well as their willingness to listen to even a single line of command had produced the best result. "It is also about accountability to all civil service employees to give their trust to a single authority and building team work through a shared vision in the operations," he told Bernama after a presentation on the Management of Kumbh Mela 2013 at the final day of the three-day Commonwealth Association Public Administration Management (CAPAM) biennial conference on Tuesday. For this splendid effort, at the President's Dinner on Monday night, CAPAM declared the Management of Kumbh Mela 2013 by the State Government of Uttar Pradesh as the overall winner of the CAPAM's 2014 International Innovations Awards. The state government was also the winner of the Innovations in Government Services and Programmes Award. The CAPAM International Innovations Awards are the only international awards that recognise and celebrate innovation in the public service. Devesh said everyone involved in Kumbh Mela felt that they were empowered and motivated towards delivering a good job. Kumbh Mela is a spiritual gathering held every 12 years on the banks of the 'Sangam' - the confluence of the holy rivers Ganga, Yamuna and the mythical Saraswati. In 2013 it was held at Prayag-Allahabad in Uttar Pradesh and was recognised as the largest congregation of humanity in one place and at one time. The logistical and implementation experience may well be a model for bringing order to other large gatherings such as refugee camps. Devesh said that the Uttar Pradesh State Government set up the 'Team Kumbh' to facilitate the event. The team's mandate included ensuring the safety and security of the visitors as well as using technology without compromising the sanctity of the event, he explained. "This huge event requires us to focus more on the event management, maintaining supplies and services, security and surveillance, crowd management, traffic and transport management, health and sanitation as well as disaster management. "Kumbh Mela happened peacefully without any incidence of terror or crime and was a satisfying experience for millions of pilgrims. The overall standards of cleanliness, crowd management, quantity and quality of water at bathing ghats and the behaviour of the last mile service providers were exemplary and widely appreciated," he said. The conference attended by more than 1,000 participants was organised in collaboration with the Malaysian Administrative Modernisation and Management Planning Unit (MAMPU) and the Commonwealth Secretariat. Themed, 'Public Service Transformation: A New Conversation,' the conference had attracted more than 1,000 local and foreign participants. In conjunction with the conference, an inaugural Commonwealth Media Forum co-hosted by the Office of the Chief Secretary to the Government and the Malaysian National News Agency (Bernama) was also held. --BERNAMA
