Indonesia to create presidential instruction on migrant workers' placement

Jakarta, September 28 (ANTARA) - Manpower Minister Ida Fauziyah stated that the government would soon create a presidential instruction containing improvements in the management of placement and protection of Indonesian migrant workers from upstream to downstream.

"The president asked for collaborative work between ministries and agencies. We will soon create a presidential instruction that details the tasks of each ministry and agency, the central, regional, to village governments," she remarked.

Fauziyah made the statement at a coordination meeting with Commission IX of the House of Representatives (DPR) here on Wednesday.

She noted that the presidential instruction will clarify the duties, authority, and responsibilities of ministries and agencies in managing the placement and protection of Indonesian migrant workers.

"The results of the inter-ministerial meeting will be a presidential instruction that will regulate the responsibilities of ministries and agencies, central and regional governments," she remarked.

Citing as an example, the minister explained that matters related to workers' placement issues, including recruitment agreements, waiting period acceleration, and recruitment permit issuance, would come under the authority of the Ministry of Foreign Affairs and the Indonesian Migrant Workers' Protection Agency (BP2MI).

Moreover, the provision of information on placement opportunities and protection for migrant workers would be carried out by provincial, district, and city governments and also village governments.

The information will be in the form of a joint circular of the Home Affairs Minister; Manpower Minister; Villages, Development of Disadvantaged Regions, and Transmigration Minister; and BP2MI.

"Thus, for every matter, the solution and responsibility should not be individual. Everything requires collaborative action between ministries and agencies, central and regional governments to village governments," she remarked.

On that occasion, Fauziyah drew attention to three directives of President Joko Widodo regarding the management of Indonesian migrant workers' placement and protection.

The first directive entails improving management, which consists of evaluation of management from upstream to downstream, supervision of the placement of Indonesian migrant workers, and simplifying placement procedures.

The second instruction is to improve the social security protection scheme for Indonesian migrant workers before, during, and after work, and third, evaluation of regulations related to the placement and protection of Indonesian workers.
