Head of Supreme Court of Kyrgyzstan and UNODC representatives discuss prospects for joint work

Bishkek, Aug. 16, 2018. /Kabar/. Chairwoman of the Supreme Court of the Kyrgyz Republic Ainash Tokbaeva met with Acting Head of Programme Office of the United Nations Office on Drugs and Crime (UNODC) Kuhn Markvering, the press service of the Supreme Court reported. The meeting was also attended by Judge of the Supreme Court of the Kyrgyz Republic Gulbara Kalieva, National Coordinator of the Criminal Justice Programme in Central Asia Munara Sulaimanova-Ten, and staff of the Supreme Court administration. The parties discussed prospects for further joint work, in particular, UNODC representatives reported that at present, within the framework of creating Global Network of Fair Justice Systems, a draft training manual on matters of judicial ethics for newly appointed judges and serving judicial officials had been developed. Kuhn Markvering stressed that the training manual on judicial ethics includes electronic and self-teaching components, and is intended to facilitate understanding of the Bangalore Principles of Judicial Conduct and the requirements of article 11 of the UN Convention against Corruption. Tokbaeva, in turn, noted that the ethics module was introduced into the training plan of the High School of Justice under the Supreme Court of the Kyrgyz Republic in 2011, and that for more than 6 years continuous training and renewal of the module in accordance with amendments to the legislation had been carried out with the support from the EU project entitled “Promotion of the Rule of Law in the Kyrgyz Republic”. Markvering commented that progressive experience of the Kyrgyz Republic in this direction would serve as a good basis for developing their module. The Supreme Court of the Kyrgyz Republic and the UNODC cooperate within the framework of UNODC Programme for Countries of Central Asia 2015-2019 and implementation of the Global Initiative of the Doha Declaration that was adopted at the XIII UN Congress in the area of increasing judicial impartiality. In April of this year the Chairwoman of the Supreme Court took part in the event devoted to launching the Global Judicial Integrity Network, hosted by the UNODC.
