DRAFT CABINET COMPOSITION SUBMITTED

Ulaanbaatar /MONTSAME/ Prime Minister Ch.Saikhanbileg submitted to the Chairman of State Great Khural (parliament) Z.Enkhbold draft laws on government structure, on government composition, and on amendment to the Law on Government, also a draft resolution on adopting the general structure of state administrative bodies on December 3. It has been suggested accordingly, that the cabinet is to consist of a Prime Minister, a Deputy Prime Minister, a State Minister, a Chairman of Cabinet Secretariat and 15 Ministers, namely, of the Environment and Tourism, of Foreign Affairs, of Finance, of Justice, of Industry, of Defense, of Construction and Urban Development, of Education, Culture and Sciences, of Road and Transportation, of Mining, of Labour, of Population Development and Social Welfare, of Food and Agriculture, of Energy, and a Minister of Health and Sports. it has been stated that the State Minister is to be in the government being responsible for implementations of some projects and programs of nationwide significance. The PM considers that such programs will be efficiently implemented with the support from the State Minister through settlement of required funding of these vital programs and regular provision of policy guidance, directions and adjustments. There will be no Ministries affiliate of the State Minister. The Ministries of Environment and Tourism, of Foreign Affairs, of Finance and of Justice will operate as the general orientation Ministries, while others will serve as the sectoral Ministries. A draft new version of the general structure of state administrative bodies outlines a new structure with 10 adjustment agencies and 18 implementing agencies, operations of which are assigned to the new Ministers, in coordination with the newly amended regulations. The draft also considers the dismissals of the government adjustment agency–Nuclear Energy Agency, and of implementing agency–General Takhar (Marshall’s Service) Agency. The related amendments have been reflected in these drafts on assigning to a Prime Minister the matters on restoring a confidence of foreign investors, improving the placement of funds, intensifying the public and private partnership (PPP), and enhancing an efficiency of and reorganizing the state and community properties, taking into account a decline in overall foreign direct investments to Mongolia during the last three years.
