Iran On 1st Day Agenda Of IAEA Board Of Governors Meeting

Vienna, March 5, IRNA – The 1st day session of the UN nuclear watchdog, IAEA seasonal board of governors ended under such conditions that its most important news was IAEA Chief Yokia Amanoˈs emphasis that the international agencyˈs talks with Iran would continue. Amano had also on Monday morning reiterated at the session that the agency must continue its negotiations with Iran aimed at finalizing the modality cooperation document. Iran, too, has emphasized that it is as before committed to continuing its negotiations with the International Atomic Energy Organization (IAEA) aimed at solving the remainder of the ambiguous issues, but all the same noted that the success of this process is in need for a calm atmosphere free from propagation and political hue and cry. Amano meanwhile asked Iran to pave the path for the agencyˈs inspectorsˈ immediate visit of the countryˈs Parchin military site. The agencyˈs managing director also repeated the same stands Monday evening in a press conference at the IAEA headquarters. Of course, the new point that was highlighted both at the morning and at the evening sessions of the IAEA board of governors was that regardless of reaching an agreement between Iran and the agency over the modality, or not reaching such an agreement, the IAEA demands an immediate and unconditional inspection of Iranˈs military Parching site. The last round of Iran-IAEA talks were held three weeks ago in Tehran. Iran and the agency have been discussing over drafting the text of a modality to definitely clear out the IAEAˈs questions of Iran regarding the possible military dimensions (PMD) of Iranˈs peaceful nuclear program for over a year now. The IAEA Board of Governors Seasonal Session which began on Monday morning in Vienna would continue for a week. During the Monday session of the board of governors the issue of nuclear safety was discussed and the countriesˈ representatives asked for strengthening the safety measures in nuclear projects. At this session also the Fukushima disaster case was surveyed and the participants asked for adopting the entire possible measures aimed at preventing the occurrence of similar disasters. Implementing the nuclear treaties in North Korea and Syria, as well as implementing the agreements on the nuclear NPT in Iran are the other issues that would be discussed during the week at the board of governorsˈ sessions. The board of governors would also survey the issue of extending the tenure of Yokia Amano for another four year period during this working week of the IAEA board of governors. The 45th Communiqué of the Non-Aligned Movement (NAM) in support of the nuclear rights of the Islamic Republic of Iran, too, would be read at this seasonal IAEA meeting. This communiqué was ratified last week by the ambassadors and representative of the NAM countries in Vienna. Iran believes that the agency must consider a ceiling for its questions and accept that if all those questions were answered no new question should be added to them. The next issue is that keeping in mind that cooperation in the field of the Possible Military Dimension (PMD) is neither in accordance with the nuclear NPT, not even in accordance with the protocol one of the duties of Iran, the agency must make clear in response to Iranˈs cooperation in that respect what equal reply to would give to the Islamic Republic of Iran. The other issue is related to Parchin. Iran believes in this respect that since the issue of the Parchin military felicities is beyond the NPT barriers, so long as the new modality is not finalized and signed inspecting that site is not possible. The other point is that in response to Moscowˈs proposal, Iran has clearly announced it would reply to the questions on PMD only after the entire unilaterally imposed sanctions of the western countries would be lifted. In fact Tehran has based on a proposal of Moscow linked the negotiations with the G5+1 with the talks with the agency, making conditional the first to the second. Therefore, in return for Iranˈs cooperation with the agency, it is the G5+1 that must prepare itself for giving concessions. At any rate, the most important difference of opinion is on weather after the end of the six issues related to the claims made about the possible military dimensions, would be willing to sum up the issue and refrain from proposing new questions? If the agency would not be willing to do so, then the question is: In response to which achievement should Iran cooperative with the agency over the most sensitive military issues? Some analysts argue that this is in fact beyond the will of the agency and it is the G5+1 that must provide the required political guarantees in this respect. In more clear words, since these negotiations are political and not legal, therefore Iran must gain the required bonuses and guarantees in the political field from the G5+1 so that it would be able to give concessions in return. Holding the 9th round of talks between Tehran and the agency on Wednesday can play a determining rile in this respect./end
