Kim Jong Un Advances Tasks for Effecting Drastic Turn in Implementing Decision of 7th Congress of WPK

Pyongyang, January 1 (KCNA) -- Respected Supreme Leader Kim Jong Un in his New Year Address called for giving a boost to the revolutionary spirit that was fully displayed throughout the year 2016 of miracles, bring about a drastic turn in implementing the decision made at the 7th Congress of the Workers' Party of Korea (WPK) this significant year and thus translate the people's ideal and dream into a brilliant reality on this land. Kim Jong Un underscored the need to focus all efforts on implementing the five-year strategy for national economic development. This year is an important year of great significance in implementing the five-year strategy, he said, noting that "Let us accelerate the victorious advance of socialism with the great spirit of self-reliance and self-development as the dynamic force!" is a militant slogan we should uphold in the new year's onward march. He stressed the need to wage an all-people charge for attaining the goals of five-year strategy with the might of self-reliance and self-development. In the field of science and technology main efforts should be directed to solving scientific and technological problems arising in modernizing industrial establishments and putting production on a normal footing there with a main emphasis put on local production of raw materials, fuel and equipment. Electricity, metal and chemical industrial fields should take the lead in this drive. In the power industrial field, the qualitative maintenance of generating equipment and structures should be ensured and technical updating be stepped up to fulfill the plan for power production without fail. The state integrated power control system should be operated in a substantial way and alternative production should be meticulously organized to ensure balance between electricity production and consumption. It is also necessary to develop a variety of power sources and massively create new generating capacities. Advanced technologies should be introduced in the metal industrial field and cost of iron production be lowered and the operation of Juche-based production processes be normalized to produce more iron and steel. In the chemical industrial field, the production should be invigorated at the February 8 Vinalon Complex, capacities of major chemical factories be expanded and technical processes be updated our own way to increase production of various chemical goods. Big efforts should be channeled into the work of establishing the C1 chemical industry and satisfactorily carry out phase-specific tasks. In the coal industry and railway transport fields, the need for coal and its transport to power stations and metal and chemical factories should be ensured on a priority basis. Modernization should be stepped up at the machine factories and serial production processes of new type tractors and rolling stocks and multi-purpose farming machines be rounded off and a variety of quality and high-performance machines and equipment be produced. In the light industrial field, a drastic turn should be effected in diversifying and improving the quality of consumer goods by putting main emphasis on local production and provision of raw and other materials and by keeping production afloat based on proper management strategy. In the agricultural front, a great surge should be brought about in scientific farming and active high-yielding movement be waged. Good strains and scientific farming methods whose advantages have been proven in reality should widely be introduced and the areas under double-cropping be expanded and high-efficiency farming machines be actively invented and introduced in order to attain the goal of grain production without fail. A measure should be taken to ensure normal operation of the stockbreeding base in the Sepho area and the production of fruits, mushroom and vegetables be increased to bring benefits to the people. In the fisheries field, active fishing should be waged and fish farming and sea culture should be pushed forward. In the construction field, Ryomyong Street should be completed on the highest level and efforts be focused on major projects including the construction of the Tanchon Power Station, modernization project of the Kim Jong Thae Electric Locomotive Complex and construction of the Wonsan area, and more wonderful educational and cultural facilities and dwelling houses be built. All the fields and all the units of the national economy should uphold the slogan of self-reliance and self-sufficiency and actively wage the drive for producing and economizing as much as possible, and fulfill plan for this year on all indices. The whole country should turn out for land management. Modern tree nurseries should be built in provinces and persistent drive for forest restoration be pushed forward and river improvement and road repairing and environmental protection be carried out in a planned way in order to face-lift the country. Kim Jong Un stressed the need to adopt innovative work style in economic guidance and business management with clear goals in order to bring about a turn in carrying out the five-year strategy for national economic development. He stressed the need for the Cabinet and the economic guidance bodies to confidently put the overall national economy on a high level and thus shape strategy to keep the country's economy make sustained development and keep implementing it in a tenacious manner. He also called on all the fronts of culture including education, public health, sports and literature and art to effect a new revolutionary surge and accelerate the building of a highly civilized nation. He also underlined the need to consolidate the political and military position of socialism as an invincible fortress. It is necessary to wage a high-pitched drive for increasing the military capabilities, he said, and went on: Party ideological work should be waged in a positive way to make the party's ideology and breath only pervade the whole army.
