MOSCOW, February 26. /TASS/. A memorandum on India’s joining the Shanghai Cooperation Organization (SCO) is expected to be signed at a SCO summit in Tashkent, Bakhtiyer Khakimov, Russian president’s special envoy foe SCO affairs and the Russian foreign ministry’s ambassador at large, said on Friday. "It is planned to sign a memorandum on [India’s] joining the SCO in Tshekent," he said. "We are working in that." "Draft memorandums have been coordinated at the level of national coordinators," he said. "There is a decision to refer these drafts to the partners and later we will discuss these drafts with them in an established order." "It is planned to discuss concrete conditions committed to paper in the memorandum," Khakimov said. "Administrative, financial and budget-related issues are among the aspects to be squared by all partners. Apart from that, it is necessary to agree the time limits for joining documents of the SCO legal framework. As of today, there are 32 such documents."
