Russia disappointed with Japan’s attempts to connect Shimoda Treaty with peace agreement, Kuril Islands issue

MOSCOW, February 7. /TASS/. Russia’s Foreign Ministry is disappointed with attempts undertaken by Japan’s certain political forces to connect the Treaty of Shimoda with conclusion of a peace agreement between the two countries and with Tokyo’s territory claims, the ministry said on the 160th anniversary of diplomatic relations’ establishment between Japan and Russia. "The Treaty of Shimoda has opened way to development of trade, consular, cultural and humanitarian relations between the countries," the foreign ministry said. "On this background we are disappointed with the attempts from Japan’s some political forces and public organisations to connect artificially this document with the current problem around the peace agreement between Russia and Japan, thus giving reasons for Tokyo’s territory claims towards Russia." "We have to repeat once again the Russian Federation’s possession of the Kuril Islands is based on the commonly recognised results of World War II and on the stability of the post-war international legal basis, including the UN Charter. Without underestimating the historic importance of the Treaty of Shimoda, this document is not related to this issue," the Russian foreign ministry said. Signing of the Treaty of Shimoda was a result of "the outstanding diplomatic mission of Vice Admiral Yefimiy Putyatin," the ministry said. "The Japanese authorities at that time voluntarily [unlike with a similar Japan-US agreement, imposed on Japan by force] stopped isolation with the outer world and established official contacts with the neighbouring country."
