Russia says U.N. Security Council confirms Iran’s right for peaceful nuclear programme

UNITED NATIONS, July 20. /TASS/. Russia's ambassador to the United Nations said on Monday that the U.N. Security Council had confirmed Iran’s inalienable right for developing a peaceful nuclear programme. Vitaly Churkin told a Security Council meeting: "Today, the U.N. Security Council has confirmed Iran’s inalienable right for developing a peaceful nuclear programme, including enriching uranium under the IAEA’s [International Atomic Energy Agency] comprehensive control. The resolution [adopted by the council] guarantees lifting sanctions pressure from Iran in the framework of the Joint Comprehensive Plan of Action [JCPOA] through a transparent and clear mechanism which will be implemented by concrete trust measures towards Tehran and its nuclear programme and their verification by the IAEA." "Reliable ‘filters’ have been formed within the framework of the JCPOA and the resolution, guaranteeing that all disputes and minor differences that may emerge while implementing the JCPOA will be subject to examination by a joint commission being created with participation of the six powers, Iran and the EU," Churkin said, noting that the Security Council would play a determining role in issues of the JCPOA’s implementation. The ambassador expressed his hope that Iran’s nuclear deal reached in Vienna last week would help prevent a new arms race in the Middle East. "We hope that the agreement with Iran will help other countries in the Middle East and the Persian Gulf to refrain from destabilising steps, including in the nuclear sphere, and will prevent a new arms race in the region," Churkin said. "More favourable conditions are emerging for establishing a Weapons of Mass Destruction-Free Zone in the Middle East, for Middle Eastern countries to jointly look for solutions to problems of regional security, for uniting their efforts in fighting with the terrorism threat," he said. The work of all negotiators deserves "highest praise", Churkin continued. He separately noted the role of the Austrian and Swiss governments that "provided convenient conditions for reaching success at negotiations" and Kazakhstan’s contribution in organising several meetings. "It would be great if this invaluable experience of joint actions free from ideological political concerns was used for solving other crises where joint work is vital for success. Russia is ready for that," the diplomat added. On Monday, the U.N. Security Council unanimously adopted a resolution that would endorse Iran's nuclear deal. According to the document, all international sanctions will be lifted from Iran in 10 years if Tehran fulfils all conditions agreed with the P5+1 group of international mediators - Britain, China, France, Russia and the United States, the five permanent members of the U.N. Security Council, plus Germany. The resolution also envisages easing sanctions against Iran after the International Atomic Energy Agency (IAEA) submits a report confirming Tehran’s compliance with the deal. The Security Council also reinforced a mechanism of returning all restrictions in the event that Iran violates the terms of the agreement. The nuclear deal containing nearly 100 pages of text - including five annexes - follows more than two weeks of intense negotiations in Vienna involving foreign ministers from Iran and the six powers alongside the EU’s foreign policy chief, Federica Mogherini.
