S.Bayartsogt: Cabinet still has legitimacy

Ulaanbaatar /MONTSAME/ Head of the Cabinet Secretariat for Government S.Bayartsogt commented Thursday on information that legitimacy of the current cabinet might be affected by the break up of the “Justice” coalition that has got six members after D.Terbishdagva and Ch.Ulaan MPs have left the MPRP which composes the coalition. “This is a different issue. The forming cabinet is a matter of those subject who wins seats in parliament. The contracts established between the Democratic Party, the ‘Justice’ coalition and the Civil Will-Green Party are still in force,” Bayartsogt said. “The cabinet activity and its legitimacy cannot be challenged by the break-up of the coalition since no changes have occurred in the Democratic Party, the ‘Justice’ coalition and the Civil Will-Green Party. It is a matter of these subjects, so the current cabinet still keeps its legitimacy,” he said. “Second point concerns the 2016 parliamentary elections. In accordance with the relevant law, a political party or coalition is available to set up a caucus if this party/coalition has eight or above seats in parliament. The ‘Justice’ coalition is now represented in parliament by six members after other five members have left it to join other political parties. For this, this coalition has lost its right of having the caucus at parliament, but the coalition keeps on function in normal way. It will not threaten the legitimacy of the cabinet,” Bayartsogt said. “There is a difference between being engaged in governmental activities and having a caucus”, he argued.
