UN SC new resolution on sanctions against DPRK is binding unconditionally - Lavrov

MOSCOW, March 11. /TASS/. The present behavior and statements made by Pyongyang are irresponsible, Russia’s Foreign Minister Sergei Lavrov said on Friday after his meeting with China’s Foreign Minister Want Yi. "Resolution of the UN SC 2270 is binding unconditionally. We can see and hear claims from the North Korean leaders claiming the resolution would not stop the DPRK in its aspirations for protecting the Fatherland, for making nuclear weapon, which will be installed on carriers, and to begin wars against practically all, who insults Pyongyang" Lavrov said. "Our position is this behavior is absolutely irresponsible, and all requirements of the UN SC, which are outlined in the resolutions adopted today, are absolutely reasonable and they should be observed unconditionally." "We hope, the firm reaction from the international community will be considered by Pyongyang as a signal ventures of the kind should not exist. And at least, Pyongyang should realize nobody would defend the DPRK for actions like that," the Russian foreign minister said. "We have succeeded in having that resolution not a carte blanch for suffocating and isolating the DPRK, for damaging the social and economic position of the people. Besides, the resolution opens an open door for resuming negotiations. Moreover, it stimulates the resuming." "The UN Security Council’s sanctions are precise and exceptionally legitimate from the point of view of the international law," while unilateral sanctions from certain countries against Pyongyang "cannot be helpful." "When our some counterparts, first of all from the west, in addition to the multilateral sanctions, which are adopted through thorough work at the UN SC, immediately add to this collective set of measures against whatever country additional unilateral sanctions, we consider it may not be helpful and cannot favor keeping our collective approaches, our unity on many issues." "I hope, unilateral sanctions, which the U.S. and its some other allies in the region introduced above the sanctions of the UN Security Council should not be used for isolating fully the DPRK thus failing any possible resuming of the sextet negotiations," Lavrov said. "Here, of major importance is the balance between toughness and firmness in preventing new ventures and it is unacceptable to have stopped any opportunities for having the negotiations resumed." With "all the unacceptable actions by the DPRK, the ventures in the missile-nuclear sphere," Pyongyang "has legal inters in the security sphere." "The topic of a peace treaty is still on the negotiations table," Lavrov said. "We are interested in having it so that in a complex with the true progress in denuclearization of the Korean Peninsula continued a detailed discussion about a firm, stable peaceful status, peace settlement of all the problems on the Korean Peninsula. We are ready to make our input in solving of this task." "Back at an early stage in the framework of the six-side process there were six working groups, where one of them was devoted to establishment of peace and security in North-Eastern Asia," Lavrov said. "Russia chairs this group." "For quite a time we have been offering to our counterparts not to keep this mechanism idle and to begin consultations, let them even be in official as yet, even not at the expert level yet," the foreign minister continued. "Any way, any dialogue on ways to provide security in South-Eastern Asia is requested, and we can feel it." Here, he said, Moscow receives understanding from Beijing. On Wednesday, March 2, UN Security Council unanimously approved an unprecedentedly tough resolution against North Korea in response to Pyongyang’s nuclear test on January 6 that violated all previous UN SC resolutions. The document imposes a partial trade blockade on North Korea. UN member countries are now banned from purchasing the following from North Korea - coal, iron ore, rare earth metals, gold, vanadium and titanium. Deliveries of rocket and jet fuel to North Korea were also prohibited, along with any types of weapons and luxury goods. Read more
