Kazakhstan occupies the 35th position in the World Bank's Doing Business rating, and intends to join 30 developed countries in the coming years. As noted in the Ministry of National Economy, the reforms carried out for this purpose affect all spheres of business activity within the republic. At a meeting with entrepreneurs in Almaty, representatives of the Ministry discussed measures to improve the business climate in Kazakhstan. The reform affected the fiscal bodies and the financial sector. The number of inspections of business entities has decreased by more than 45% in two years.

SERIK ZHUMANGARIN, VICE MINISTER OF NATIONAL ECONOMY OF KAZAKHSTAN:
- We remove random checks completely; there will be no more checks entailing administrative prosecution. We are introducing preventive control instead, when the inspector comes, finds a violation and gives a notice. He does not punish an entrepreneur, but gives a certain period of time to improve. The Head of State talked about this bill in his address. We hope that the bill will come into force and will start working in April.

In the conditions of growing competition, free market and membership in the World Trade Organization, Kazakhstani businessmen should be competitive and flexible in responding to all changes, experts note.

- We have a program to increase the competitiveness of domestic business. In fact, we are talking about the import substitution program. Every country defends its markets one way or another. At present, there are a number of bills, a number of innovations in Mazhilis, and one of the innovations is the introduction of an industrial certificate and the register of the domestic commodity producer. Preliminary qualification is being introduced in all procurement operations.
