News Focus: FIVE HOUSE FACTIONS CONSIDER CENTURY BAILOUT PROBLEMATIC

Jakarta, March 3 (ANTARA) - Five of the nine party factions in the House of Representatives (DPR) at a House plenary session on Wednesday chose "Option C" which was brief analysis of the Bank Century bailout case indicating violations and irregularities in the decision-making processes to rescue the failed bank in late 2008.

Two factions voted for "Option A" which , contrary to Option C, was an assessment justifying the bailout as a necessary measure to save the national economy while two other factions did not make their options clear.

The five factions which chose Option C were of the Golkar Party, the Indonesian Democratic Party of Struggle (PDIP), the Prosperous Justice Party (PKS), the Greater Indonesia Movement (Gerindra) Party and the People's Conscience Party (Hanura).

Two other factions, namely of the National Mandate Party (PAN) and the United Development Party (PPP) chose neither of the two options, so that their attitude was not clear.

In the meantime, the ruling Democratic Party (PD) and the Nation's Awakening Party (PKB) chose Option A, which stated that the decision to provide the Short-Term Funding Facility (FPJP/bailout) and the Participation of Temporary Capital (PMS) was not problematic because it has been made based on regulations.

Option A stated that decision to provide the FPJP and PMS for Bank Century was not problematic because it was made in an effort to prevent the systemic impact of the global financial crisis at that time while it was also decided based on regulations in force.

Achsanul Qosasi of the PD faction and Muhammad Thoha of PKB faction, said the government's policy to provide bailout funds for Bank Century was already correct, namely to prevent the impact of global financial crisis on the national banking system.

"The step was correct to safeguard national economy," Achsanul said. He was supported by Muhammad Thoha who said the salvaging of Bank Century was salvaging the nation. Violations only happened during the merger process and was committed by former owners and board of directors of Bank Century.

Spokespersons of the Golkar Party Faction Ibnu Munzir, of the PKS faction, Ekky Awal Muharram, and of the PDIP faction, Puan Maharani, all explicitly stated that their factions voted for Option C.

The spokesman from the Golkar Party, Ibnu Munzier, received loud applause from the audience after stating that his faction had selected option C.

"Golkar has along been firm in declaring that violations were committed by the banking authority. Golkar chooses option C," Ibnu told the House as quoted by the Jakarta Globe.

There were some suggestions the plenary meeting needed to be adjourned for the members to pray, however many members rejected the idea.

Puan Maharani, from the Indonesian Democratic Party of Struggle (PDI-P) went to the stage and took the microphone, stating that the party would continue to support option C.

Prosperous Justice Party (PKS) faction spokesman Ekkil Awal Muharram announced that the party opted for option C. The party lawmakers shouted 'Allahu Akbar' (God is Great) upon hearing the announcement.

Eki Awal Muharam said that choosing option C would be more beneficial for the improvement of the financial and monetary sector, including legal enforcement, in the country.

Besides those of Golkar, PKS and PDIP, two other factions namely those of the Greater Indonesia Movement (Gerindra) and the People's Conscience Party (Hanura) also believed violations had taken place in the bailout process.

While consistently voting for Option C, the Gerindra and the Hanura factions said there were various violations in the bailout process for Bank Century amounting to Rp6.7 trillion in late 2008.

The factions' stances regarding the Bank Century bailout case was made clear by their respective spokesman during a plenary of the House of Representatives (DPR) which discussed the final views of factions in the Bank Century Inquiry Committee on Wednesday.

In the plenary which was chaired by House Speaker Marzuki Alie, spokesman of Gerindra Achmad Muzani said there were indications of many violations in the process of the banks merger, acquisition and bailout.

"There are violations of the law, a government regulation in lieu of law (Perppu), a finance ministerial decree, regulations of Bank Indonesia (BI) and other decisions," he said.

Therefore, Gerindra's faction maintained its previous view which it had expressed during the committee's plenary last week to deliver the factions views on the bailout case.

"We have been consistent since the beginning so that we hereby state that Gerindra supports Option C," he said when delivering his faction opinion during the plenary.

Meanwhile, the spokesman of the Hanura faction, Akbar Faisal said that his faction would never change its stance in the face of whatever forms of pressure. "We hereby officially state that we will never retreat even an inch from our initial stance that violations of banking regulations, corruption crimes other crimes were committed in the merger process of the bank that caused losses to the state," Akbar Faisal said.

He said that therefore Hanura firmly chose Option C.

Outside the DPR building, about 800 demonstrators from both pro-and anti-government groups held rallies. In order to avoid clashes, the two groups were divided by police barricades.

The pro-government demonstrators left at 1:50 p.m. They were replaced by around 300 people from the National Students Alliance, who broke through the barbed wire barricades and hung up banners. Rallies also took place in different towns of the country such as in Makassar, South Sulawesi, and Surabaya, East Java and Aceh.
