News Focus: BULOG SECURES RICE STOCK FOR CENTRAL SULAWESI

Jakarta, May 1 (ANTARA) - The Central Sulawesi branch of State Logistics Agency (Bulog) has set itself the target of buying around 10,000 tons of rice from farmers during the harvest season this year to secure the rice stock in the province.

Local Bulog spokesman Edy Subiantoro said in Palu, Central Sulawesi, that the agency still had sufficient rice stock in its warehouses to meet the local people's demand for the next four months.

Therefore, he called on the people in Central Sulawesi not to worry about possible rice shortages because Bulog still had an adequate rice stock for them.

In addition, Bulog would continue to buy the local farmers' rice in cooperation with its private partners in various areas in the province.

Edi Subiantoro said Bulog would make possible every effort to buy all the rice produced by local farmers based on government purchase price (HPP). The central government this year raised its purchase price from Rp4,600 per kg to Rp5,060 per kg.

"Therefore, Bulog will buy the farmers' rice at the price of Rp5,060 per kg, based on the government purchase price," Subiantoro said.

The rice price at farmers' level is over the HPP or ranging from Rp5,100 per kg to Rp5,200 per kg, while at retailer level in Palu for medium quality is Rp5,800 per kg and the best quality is Rp6,700 per kg.

In the harvest season last year, Central Sulawesi had a rice surplus of more than 190,000 tons but only a small part of it was absorbed by the local State Logistics Agency.

But local agriculture office spokesman Abdullah Kawulusan said in Palu recently that compared to the harvest season in 2008, the rice surplus in 2009 dropped a bit.

According to Abdullah Kawulusan, Central Sulawesi in 2008 had the rice surplus of 215,000 tons.

He said that of 190,000 tons of rice surplus in the 2009 harvest season, only 10,000 tons were bought by Bulog while the remaining 180,000 tons were bought by local traders who then sold them to Manado and Gorontalo.

Therefore, Abdullah expressed hope that Bulog would actively buy most of the local rice instead of buying it from other provinces.

Meanwhile, Central Sulawesi deputy governor Achmad Yahya said that the province was determined to maintain self-sufficiency in rice to meet the domestic demand and to support national rice stock.

He said various programs had been made to maintain self sufficiency in rice in Central Sulawesi by opening new rice fields the districts to step up rice productivity.

"Central Sulawesi has been self sufficient in rice since 1984 and therefore we want to maintain it," Achmad Yahya said at a function to observe the 46th anniversary of Central Sulawesi province in Palu on Tuesday.

Achmad said if the programs ran as expected, the 3.4 million people of Central Sulawesi would undoubtedly be able to maintain their self sufficiency in rice and to support the national rice stock in eastern Indonesia.

The Central Sulawesi deputy governor said rice production in the province increased significantly every year, and in the planting season this year the province is expected to produce 1.6 million tons of unmilled rice (GKG).

But he admitted that the targed would only be obtained if it were supported by the availability of production facility such as sufficient amount of fertilizer.

He said that Bulog even sent rice from Central Sulawesi to other provinces in Sulawesi, including Gorontalo, and in the harvest season this year the agency would buy at least 10,000 tons of rice from the farmers.
