Commission on Human Rights examines prisons

Almaty, June 02, 2010 (Khabar) - The members of Commission on Human Rights under President of Kazakhstan visited the female prison and correctional facility for teenagers in Almaty.
Once in three months in Almaty juvenile correctional LA 155/6, parents can stay longer with their children instead of the prescribed 2 hours. June 1 is Children's Day and Open Doors Day. In Kazakhstan, only 4 colonies for juveniles, where 364 adolescents serving their sentence.

Once he was caught in the act and sentenced for 3 years for hijacking. 19-year-old Alexey says he will firstly find a job and start everything from scratch. He wants to have a family, children and work, and forget about his past.
78 boys aged 14 to 18 years are in Almaty correctional facility. They live on a strict schedule and study. Many look with hope to the future, want to go to college, and work. However, they fear their previous convictions can impede them. And the members of Commission on Human Rights and the Committee of the penal consider rehabilitation will play a major role here.

Yeskali Salamatov, vice chairman of Criminal executive system committee:
- All the liberated person is automatically turned into the category of socially vulnerable people, so local authorities should carry out great work on this. We need their help, municipalities and local government offices should help us. If this work is launched at a good level, of course, recurrence of crimes will be reduced significantly.

This institution serving time 1,464 women, including 17 minors are in LA women's prison, 155/4. Nadezhda was sentenced to 7 years, of which she served for 2 years. In captivity, she gave birth to a son. And two other children wait for her at freedom. More than half of women work in a sewing workshop, bakery, meat and fishworkshops. They want to work but employment is rather problematic because of declining orders. The Commission on Human Rights noted and the deplorable condition of the buildings, which were built in 1937. The committee members also said that women can, without fear, to contact the organization with complaints.

Tastemir Abishev, Secretary of the Commission on Human Rights:
- Here we pay special attention to the rights that are most criticized by our non-governmental organizations. For example, if applied in respect of women's ill-treatment and torture. We didn’t find these elements and left our address.

The Commission on Human Rights annually sends its recommendations to the President, the government and parliament. According to the Committee of the correctional system, the number of prisoners has decreased by 2000 people during 4 months of this year. Humanization of justice system played an important role in this. Experts say earlier a person was sentenced for theft, for example, of products, but now he is imposed a fine, suspended sentences and community service.
