Protection of rights disabled people

Karaganda, July 29, 2010 (Khabar) - A national action plan on securing rights and improving living standards of disabled people has been discussed in Karaganda.
Kazakhstan signed the Convention on the Rights of Persons with Disabilities two years ago. More than 50 main articles are dedicated to the rights and freedoms of people with disabilities in this document which was ratified by 89 countries of the world. There are currently about 500 thousand disabled people in Kazakhstan which makes up 3% out of the country’s total population. Today, these people are experiencing a great number of problems related to receiving education, medical services and are often isolated from society. This was discussed by non-governmental organizations, the chairman of the coordination council in the area of social welfare for the disabled, Minister of labour and social security Gulshara Abdykalikova and experts of the UN development programme.

Alexander Ivkin, chairman, regional association of people with disabilities:
- There’s a big issue of supplying free medicine and the healthcare bodies cannot work out this issue as there are endless underlying problems. For example, if they have to allocate them in January, they do it in February at best if not in summer and unfortunately, treatment should be carried out everyday.

Gulshara Abdykalikova promised that all the problem issues will be considered in the national plan for improving the lives of the disabled and will provide the basis for a ratification project of the convention of rights for people with disabilities.
