Dark Star: New posh force to help enforcement of human rights

DHAKA, July 25 (BSS)- Another posh police force, Dark Star, heralded its novel beginning from today to protect human rights and would be available round-the-clock with hotline devices under their possession besides the oppressed people anywhere in thecountry.

Dark Star has emerged as a service organization under a project undertaken for providing parallel investigation, on- the- spot monitoring and providing legal aids side by side withroutine task of the police force.

The project would be implemented under the aegis of Bangladesh Society for Enforcement of Human Rights (BSEHR) and beeffective till 2011.

Talking to BSS on the new initiative, Inspector General of Police (IGP) Nur Mohammad said that this force would assist the oppressed, repressed and vulnerable group of people, especiallyin protecting their fundamental rights in society.

"Despite various limitations and constraints, police department will extend all help and assistances in functioning ofthis new agency," he said.

BSEHR Executive Director Advocate Elina Khan said under the project, Dark Star (DS) mobile team would prove the affected people with legal aid direct through the investigation and facilitating officers. It will also investigate, and if neededmake arrangement for medical treatment.

She said, in addition to 30 police stations in Dhaka, Chittagong, Natore, Tangail, and Jhenaidah districts, they would rush anywhere outside the project area if any incident of human rights violation takes place, and give all necessary assistanceto the victims.

Elina Khan said the DS team would go to the spot and conduct inquiry side by side the police to assist the concernedadministration.

They will also give legal aid to the victims of trafficking, rape, acid throwing, dowry, and ensure justice to deprived children and adolescents. They will be on duty round-the- clockto help the affected people.

Each DS team will comprise two members and the teams will beon duty in police stations divided into three shifts a day.

The on-duty DS team will have a mobile phone, a motorbike and other necessary equipment. Members of DS team will be dressed in black pant, white shirt, brown jacket over shirt, and blackshoes on foot.

Elina Khan said the DS teams could be contacted over mobilephone for any emergency.

Elina Khan said if a DS mobile team gets a phone call from a victim from a long distance, it would inform the nearest team quickly to take give immediate legal assistance to the affectedpeople.

Before going to the victims for giving legal assistance, the DS teams would first inform the police and go to spot taking thepolice with them.

If the police delay or decline to go, the DS members would start for the spot of their own immediately and take allnecessary measures.
