BISHKEK, September 6 (Itar-Tass) -- Under the decree of Kyrgyzstan's
interim president Roza Otunbayeva officials who committed economic crimes
or abused position can avoid prosecution. Otunbayeva signed a decree to
this effect on Monday, a source in the press service of Kyrgyzstan's head
of state told Itar-Tass.
True, prosecution will be stopped only if those guilty compensate the
damage caused to the state. "Officials in the executive authorities, local
self-government and the banking sphere, as well as persons close to the
families of former presidents of the country Askar Akayev and Kurmanbek
Bakiyev are freed from criminal responsibility," says the decree. Persons
wishing to avoid responsibility will have to address written statements to
law enforcement or judicial bodies with the pledge to make compensation
for the damage caused.
"A special commission including an investigator and a lawyer will
determine the amount of the compensation to be paid," says the decree.
