Kyrgyz pres assigns Social Democrats to form coalition

BISHKEK, November 11 (Itar-Tass) -- Roza Otunbayeva, President of
Kyrgyzstan for the transitional period, has assigned the faction of the
Social Democratic Party to form a coalition of parliamentary majority,
Itar-Tass learned from sources in the administration of the Kyrgyz
president. "The president gave those instructions during a private
conversation with Almazbek Atambayev, leader of the Social Democratic
Party," the Kyrgyz officials said. According to their information, an
official report about the assignment, given by Ms. Otunbayeva to the
Social Democratic Party, will come later.
Parliamentary elections were held in Kyrgyzstan on October 10. 29
political parties were vying for 120 seats in parliament, but only five
managed to overcome the 5 per cent barrier. The Ata-Zhurt (Native land)
Party showed the best result (28 seats). The Social Democratic Party got
26 seats and the Ar-Namys (Dignity) - 25 seats.
The first meeting of the fifth Kyrgyz parliament was held only on
November 10. It took the Central Electoral Commission (CEC) a month to
specify the results of the voting at a number of polling stations.
As a result of its work, election results at 20 polling stations were declared invalid, and criminal proceedings were instituted against members of the local electoral commissions.
Since none of the five winner parties got the majority of seats, their leaders have to hold talks on the creation of a coalition, which will make it possible to form a cabinet of ministers.
According to the Kyrgyz legislation, the president of the country has the right to make two attempts to assign one of the political parties to form a coalition.
If both attempts fail, the legislators should try and do it on their own. The law gives 45 days for that since the beginning of the work of a new parliament.
Otherwise the parliament will be dissolved, and the
authorities will name the day of new elections.
