DRAFT AMENDMENT TO BASIC GUIDELINES BACKED

Ulaanbaatar, Mongolia, /MONTSAME/ A draft amendment to the parliamentary resolution on basic guidelines of socio-economic development will be submitted to the State Great Khural in accordance with a cabinet decision made Tuesday.
The draft has reflected clauses of augmenting a nominal value of the unit price of the "Mongolian Railways" company's shares and collecting a capital by openly selling 49 per cent of the shares to domestic and/or foreign investors through stock exchanges. The capital will be spent for constructing base structures of the first and second stages of the railways which are reflected in the policy on railway transportation. If the resolution is approved, a method will be attained to invest a construction of the base structures. It is also expected that domestic and foreign investors both will have opportunity to partake in the biggest great constructions within an activated environment of capital market. The government considers that the financial and activity transparencies of the "Mongolian Railways" company will be ensured when the company's shares are registered at a stock exchange.
Pursuant to the 32nd parliamentary resolution, 1,100 km railways will be run in routes Dalanzadgad--Tavan tolgoi--Zuunbayan and Sainshand--Baruun-Urt--Choibalsan in the first turn. In a scope of it, a special license has been given to the "Mongolian Railways" to construct the base structures. For the time being, designs of the railway lines' general plan have been endorsed in accordance with order of related Minister. Professional organizations have started fixing geographical locations and installing marks and networks.
The "Mongolian Railways" company has established a contract with the McKinsey & Company, Inc, a consulting firm to draw up the technical and economic justification for the railway to be constructed in the first stage. According to preliminary calculation, some USD 3 billion are required. In the second stage, 900 km railways will be constructed in routes Nariinsukhait--Shiveekhuren, Ukhaa khudag--Gashuun sukhait, Khoot--Tamsagbulag--Nomrog, and Khoot--Bichigt.
