MONGOLIA-RUSSIA JOINT STATEMENT ISSUED
Ulaanbaatar, Mongolia, /MONTSAME/ A joint statement of Mongolia and Russia was adopted Tuesday by Mongolia's President Ts.Elbegdorj and by Russia's President D.Medvedev.
The President of Mongolia Ts.Elbegdorj paid an official visit to Russia from May 31 to June 3, 2011 at invitation of the Russian President D.Medvedev.
On May 31, the Presidents held an individual meeting, and made expanded talks. Mongolia's President has held meetings with V.Putin, Russia's PM; B.V.Gryzlov, a chairman of the State Duma of Russian Federation; and A.Torshin, an acting chairman of the Federation Council of Russia.
The President Ts.Elbegdorj has visited Saint Petersburg and Elista cities in frames of his visit.
The visit of the Mongolian President, paid in the year of the big anniversaries, has clarified the continuity of the Mongolia-Russia friendly cooperation and its past and present.
The two Presidents have considered the friendly neighborhood relations and mutual understanding since the high-level meeting held 2009 in Ulaanbaatar, and then shared views on international and regional matters. They have expressed satisfaction with positive results of realizing the declaration of developing the strategic partnership between the countries, signed August 25, 2009, by the State Heads. They are confident that this declaration will play a significant role in developing the Mongolia-Russia relations.
Mongolia and Russia have been co-organizing individual talks between State Heads, Prime Ministers, speakers of parliament, leaders of Security Council, ministries, political parties and enterprisers in a scope of intensifying the political dialogues. The Presidents have agreed to render assistance to each other in strengthening the defense and security and to keep a high-level of visits and exchanges.
The Presidents have noted an importance of co-celebrating the 30th anniversary of the Mongolia-Russia joint space program, and the 50th anniversary of manual cosmology, and then said they decided to oblige their governments to plan a complex measure dedicated to the 90th anniversary of the bilateral diplomatic relations to be marked November of this year.
The State Heads have noted the Mongolia-Russia inter-governmental commission on trade, economics, science and techniques plays a vital role in implementing specific projects for the bilateral cooperation. A program on developing the Mongolia-Russia trade and economic cooperation in 2011-2015 and other documents are being drawn up under auspices of the inter-governmental commission.
The sides have appreciated an agreement reached to establish a joint think-tank on making the free-trade agreements between members of the Customs Union (CU) and Mongolia within the Eurasian Economic Community (EAEC). They consider that this agreement would contribute to augmenting volume of the bilateral trade, ensuring balance of them, and developing close collaboration in other spheres of economics between the two countries. They also have appreciated an establishment of the Mongolia-Russia and Russia-Mongolia Business Councils, and emphasized the boundary and regional ties play a significant role in the Mongolia-Russia relations. The Mongolian side has reaffirmed its supports to the RF in joining the World Trade Organization (WTO).
The sides have the bilateral collaboration in protection of environment. The creation of the Uvs Lake Hollow Biosphere Reserve signed in the presence of the two leaders has made a vital step to develop the cooperation.
The sides have underlined a long-year ties in the cultural sphere is a important tool for strengthening the mutual understanding of the people and friendly relations, and agreed to attract attention of the public to the 35th anniversary of the Center of Russian Sciences and Culture in Mongolia. The Mongolian President has sincerely thanked Mr. Medvedev for increasing number of Mongolian students studying at Russian universities and institutes for degrees.
The Presidents have emphasized an importance of the cooperation in the natural and social sciences including studies of history and culture of nomads and protecting them. In conjunction with it, they have appreciated results of the works done in frames of an agreement established between the Academies of Sciences of the countries.
The State Heads have discussed main present time issues of the international situation, and pointed out that the United Nations (UN) and its Security Council have a vital role in maintaining the norms of international law and ensuring the global and regional peace and security.
Mongolia and Russia shall combat with their joint power against new threats such as international terrorism, human trafficking, and illegal trade of drugs.
The Russian side has expressed a willingness to study a proposal of Mongolia about strengthening the nuclear weapon-free status together with the nuclear weapon holder countries.
The Mongolian side has said Mongolia plans to join the Organization for Security and Co-operation in Europe (OSCE). In response, Russia has said it is ready to pay an attention to this proposal.
The Presidents have said the Korean peninsula situation has the only way--political dialog. They also have expressed their willingness to render necessary assistance to Japan in conjunction with the natural disaster occurred there March this year.
The President of Mongolia has thanked D.Medvedev for a warm audience, and invited him to visit Mongolia again.
