DRUG PRODUCERS MUST BE SENTENCED TO DEATH

Jakarta, July 6 (ANTARA) - A chief legislator said producers of narcotic drugs must be sentenced to death because they have destroyed especially the younger generation.

"Especially for producers and traffickers they must not be sent to jail but sentenced to death because they are very destructive," Fahri Hamzah, the deputy chairman of the House of Representatives` (DPR) Commission III that deals with among others legal affairs, said here on Wednesday.

He made the statement at the opening of a seminar on implementation of the law on social rehabilitation for victims of drug abuse held in connection with the National Anti-Narcotic Day on June 26.

Fahri said sending the victims of drub abuse to jail would not make things better. He said it would be better for them to be sent to rehabilitation centers.

"I think we must not see drug addicts as criminals but as victims. They are sick people and therefore they need more rehabilitation rather than a prison," he said.

He said the victims were jailed prisons would be full and the condition would not make them better while the prisons could even turn into narcotic distribution centers.

According to national data narcotic users in Indonesia at present reach 3.6 million or 1.5 percent of the total population and around 80 percent of them are members of the younger generation aged between 15 and 39 while 50 percent others 15 to 19 years old.

According to a survey by the National Narcotic Agency (BNN) in 2008 the prevalence of narcotic abuse reached 1.99 percent and in 2015 it is expected to rise to 2.8 percent unless it is dealt with.
