Evacuation advisories issued in Niigata, Fukushima over downpours+

NIIGATA, Japan, July 30 Kyodo -
Local governments in Niigata and Fukushima prefectures on Friday issued evacuation advisories to more than 180,000 residents due to record rainfall in the two prefectures.
In Niigata Prefecture, a total of about 181,000 people in some 58,000 households in six cities were advised to evacuate, some to enable work to discharge water that has flooded into two dams in the city of Sanjo.
In Fukushima Prefecture, the town of Tadami issued an evacuation advisory to all of its residents -- about 4,800 people in some 1,800 households -- while evacuation directives were issued in some other municipalities including the town of Mishima.
Officials of the Niigata prefectural government and the town of Tadami said they asked the Ground Self-Defense Force to dispatch troops to help rescue residents who went missing or are stranded due to mudslides and other water-related disasters.
The central government set up an information liaison office at the crisis management center to deal with the situation.
The Japan Meteorological Agency said the downpours are comparable to those that hit Niigata and Fukushima prefectures in 2004, warning of continued torrential rain in the two prefectures through Saturday morning.
The city of Tokamachi in Niigata saw precipitation of 121 millimeters per hour while 110 mm of rain fell in the span of an hour in Tadami, the agency said.
It was the first time since 2004 for Niigata Prefecture to discharge water from a dam due to heavy rain, according to the local government.
In the village of Hinoemata in Fukushima Prefecture, all households have been isolated as a national road was blocked by landslide, the prefectural government said.
Power blackouts occurred in Niigata and Fukushima prefectures, affecting more than 70,000 residences and buildings, and many houses have been flooded below or above the floor level, local authorities said.
Police said it received a report that three people were swept away in a river in Niigata's Tokamachi and one went missing.
