News system of training and selection of state employees

Asatna, 29 November 2008 (Khabar) - New generation of state managers is trained in Kazakhstan. During anti-corruption forum the head of the state set up the task to select state employees who got not only professional knowledge but also high personal qualities. The participants of international scientific and practical conference in Academy of State management under the President of RK discussed how to realize this task and which principles use during selection. Many legislative acts had been adopted concerning administrative reform since the country gained independence. But financial crisis, international fighting against corruption make the state to search new ways of solving of problems.

Muhambet Kopeyev, deputy chairman of Senate of Parliament of RK:
- Both theorists of management and managers of various levels try to elaborate new, adequately changed social realities, approaches and methods, which will guarantee effectiveness of managing decisions. This is the condition to bring the country to new quality of economic growth and make Republic of Kazakhstan competitive on the international arena.

The head of the state noted the launched electronic programme on rendering services to population didn’t give effectives results so far. “Nur Otan” party intends to join this work and make services of “electronic government” accessible to every Kazakhstani citizen.

Mukhtar Yerman, deputy head of central office of “Nur Otan” party:
- At present we would reduce expenditures for the quantity of rendered state services and spent them for really qualitative realization. The party will control this issue.

Agency on affairs of state service considers a man must have higher education, leader’s qualities and feeling of personal responsibility to become a good manager of new formation.

Aryn Orsariyev, acting as chairman of Agency of RK on affairs of state service:
- They should have orientation for a client, honesty, leadership and analytical capacities to work at state service. And if a person doesn’t correspond to these qualities, he will not have access to the state service.

In October, Academy of State management under the President of RK signed memorandum on cooperation with Singapore School of state policy and both educational establishments will train in Kazakhstan elite state employees.

Bakhyt Yesekina, rector of Academy of State management under the President of RK:
- It is a high qualification, knowledge of international experience and standards, and international languages. We bring up ideology of a state employee because he must service for the well-being of people and be a servant of people.

The first 20 candidates for the title of elite state employee will be selected at the beginning of next year. The best specialists of Singapore School of state policy, Columbian University and London schools of economy will teach the students of new Academy.
