100 schools construction program implementation

Astana, 2 December 2008, (Khabar) - The issue of implementation of the 100 schools construction program was the main subject on the agenda of a conference call in the Government.
By the end of the year, contrary to the existing plan, only 23 schools will be commissioned, 13 of which are being constructed as part of the president’s program. During an inspection of this large project’s implementation, breaches of construction methods and being behind schedule were detected and reported by the deputy Prime Minister Erbol Orynbayev, the minister of education Zhanseit Tuimebayev and the minister of trade and industry Vladimir Shkolnik. The South Kazakhstan region and Kyzylorda region are behind schedule more than the others. However, in general, by the end of the current year, 45% of the planned educational facilities will be commissioned and the other half is intended to be commissioned by 2009. As a result of the meeting, the Prime Minister Karim Massimov reprimanded some deputies who were involved directly in the implementation of the program in the regions and some of them have been fired.

- I have made the decision to fire Aidarkhan Shadirovich Shadirov, the head of the State Architectural Construction Committee of the South Kazakhstan regional administration, Tokhtar Orazaliyevich Usubaliyev, the head of the construction administration of the South Kazakhstan region and Alabergen Sakhibmekuly Akhmetov, the manager of Zhanakorgan regional department of education of the Kyzylorda region and also the minister will report at the administration on the dismissal of the principals of several schools.


The head of the country assigned both regional and city senior officials of Almaty and Astana to increase the budget funds for the support of socially unprotected children as well as to take corresponding measures on increasing the government’s work on training personnel in vocational schools considering the needs of the region. The ministry of science and education was asked to introduce a plan to reform the area at the Government meeting.
