“Nur Otan”: recommendations on anti-crisis-programme

Astana, 15 January 2009, Khabar - “Nur Otan” party makes anti-crisis-programme related recommendations to government. The “Nur Otan” People’s Democratic Party has made some recommendations to the government aimed at a more effective implementation of the country’s social and economic development programmes and the implementation of some anti-crisis projects. Nur Otan also asked the government to extend the inspections moratorium for small and medium-sized businesses. Thus, the party in power proposed improving the existing lending policy by reducing annual interest rates and fixing them so that commercial banks cannot change them.
The political structure also asked the government to review an opportunity for granting delays for those socially vulnerable groups of people who are paying off mortgage loans. Some recommendations were also made concerning employees who are engaged in the agricultural and industrial spheres in the country.
The second package of proposals contains some projects related to the support of small and medium-sized businesses. Last year, the head of state ordered a moratorium for all types of inspection in order to provide entrepreneurs with comfortable working conditions. Now, the moratorium is over. During the anti-corruption forum which took place in early November in Astana, the President of the Republic gave an oral command to the government to consider the possibility of extending the moratorium.

- Now, there are more inspections performed by firefighters and ecologists. On the 1st of January, the inspections resumed and they caused some obstacles for small and medium-sized businesses. I think, in times of hard social and economic conditions, such a measure will be of great help as it will simplify conditions for entrepreneurs and ease their activity.

Nur Otan permanently watches the quality of the Party’s pre-election platform. In general, the plans are implemented successfully but there are still some gaps. In particular, the Nur Otan Party is concerned with the construction sector. All the results of the platform’s implementation will be scrutinized in the regions at special forums involving members of parliament at all levels.
