CORNELL GROUP PRESENTS STRATEGY FOR YEMENI SEAPORTS DEVELOPMENT



SANA'A, Dec. 24 (Saba) - The Cornell Group Intl Svc has recently
presented a 2010-2014 strategy for developing the Yemeni seaports
that includes investments worth $ 2.5 billion.

A source at the Ministry of Planning and International Cooperation
said the strategy provides for improving Aden seaport at a cost of $
833 million, establishing three new terminals and deepening the
container terminal channel with $ 639 million, setting up additional
container harbors at $ 373 million, and developing Dhabba and Burum
ports in Hadramout with $ 271 million.

The group has suggested that the private sector be involved in
improving seaports, showing four privatization models and stressing
that privatization occur in two phases.

The first phase, it says, should include issuing legislation,
preparing investment regulations, setting up a national plan,
announcing the samples of partnership with the private sector and
setting up tariff rules.

The second phase should focus on implementing approved agreements,
the group advised.

The strategy, furthermore, focuses on the national seaport policy,
streamlining seaport legislation, building up the capacity of the
Transport Ministry, forming skilled and professional administrations
to run seaports.

The selected administrators would then prepare employee
specification, employee affair guidelines and set up training
programs for boards of directors, operations, institutional planning
and section heads.
