Year-ender: MORE AGGRESSIVE CRACKDOWNS ON GRAFT NEEDED IN 2010

Jakarta, Dec 28 (ANTARA) - With a `battle` going on within the law enforcing institutions themselves this year, the public were shown more bickering than achievements in the country`s anti-graft drive so that their aspiration to create a corruption-free nation seemed to remain just a dream.

Therefore, the law enforcers --the Corruption Eradication Commission (KPK), the Police and the Attorney General`s Office (AGO)-- are expected to make more aggressive efforts next year.

After all, these institutions failed to meet on December 17, 2009 to conceive a common strategy to fight corruption in 2010, particularly with regard to the Bank Century case in which assets worth Rp11 trillion were believed to have been transferred and stashed away abroad by its owner, Robert Tantular.

However, they planned to reschedule the meeting for next January. "We will reschedule the meeting," KPK chairman Tumpak Hatorangan Panggabean said last week. The agenda of their meeting is to synergize their efforts to combat corruption in 2010.

"I think the meeting will be held not for an expose interest. It will be held in the framework of building synergy and exchange of information," he said.

The wish to see corruption eradicated has been increasingly voiced by all components of the people. Calls for the creation of a corruption-free Indonesia were also issued by students grouped in the Indonesian Muslim Students Association (HMI).

Chairman of HMI Executive Board (PB HMI) Arip Musthopa, said his organization and other components of the people would do their best to help root out corruption in the country.

"Not only that, Indonesia must become a respectable nation. Development efforts in all sectors such as politics, law, economy, social, education and so forth in the country must be carried out honestly," he said here on Monday.

He said in the future there should no longer be cases such as had happened this year when there were efforts to criminalize the Corruption Eradication Commission (KPK) and build the image of certain political figures.

He said efforts to create a respectable and corruption-free Indonesia 2010 must be started with cleaning from corruption candidates for regional head elections in 2010.

"Next year, there will be about 200 regional head elections throughout Indonesia, including seven for provincial head or governors. We have to clean all these regional elections from corrupt candidates," he said.

All candidates must be those who have never been involved in a corruption crime case, both with police and the Corruption Eradication Commission (KPK). So, according to Musthopa, the people and "we all should reject any candidate who is once investigated by police or KPK investigators in a corruption case, no matter how much the value of the case."

Electing candidates who are not corrupt is expected to reduce corruption. In the meantime, the three law enforcing institutions are expected to be more aggressive so that next year more corrupted money of the state could be saved.

Though, there was an internal `battle` (the alleged framing of KPK by the Police and AGO) among the law enforcing agencies this year) it does not meant that no achievement was made in saving corrupted state assets. The Attorney General`s Office, for example, was able to recover at least Rp4.8 trillion in corrupted state assets.

"The Attorney General`s Office succeeded in recovering state money amounting to Rp4.8 trillion in 2009," Junior Attorney General for Special Corruption Crimes Affairs (Jampidsus), Marwan Effendy said.

He said that the higher prosecutor`s offices throughout Indonesia were able to safeguard state money amounting to Rp4.1 trillion while the AGO Rp720.5 billion, US$67,882.42 and 3,835,192.76 Bahts.

In 2009, a total of 1,533 corruption cases were finished at the investigation level and 1,253 cases at the prosecution level.

In the meantime, the KPK found that most of corruption cases were found in the government`s good and service procurement.

Since 2005, the KPK has recovered Rp689.19 billion in state money which was corrupted through good and service procurements.

According to Finance Minister Sri Mulyani Indrawati, up to November 2009, the government has recorded 2,100 complaints from members of the public about irregularities in government goods and services procurement.

"So far, most of the corrupt acts in goods procurement were knowingly or unknowingly committed by state officials because many of them were not aware of existing regulations on procurement procedures," the minister said.

Tumpak Hatorangan Panggabean said state money corrupted in goods and service procurements during the 2005 - 2009 period reached a total of Rp689.19 billion.

"The figure is based on data obtained from cases handled by KPK from 2005 to 2009," Tumpak said on the sidelines of a national conference on corruption eradication in Indonesia recently.

The KPK data showed that the Rp689.19 billion was corrupted in the procurement of various goods and services worth Rp1.9 trillion. The losses which were suffered by the state were corrupted because agencies or bodies carrying out the good and service projects were appointed directly.

The state`s losses due to direct appointment reached Rp647 billion or 94 percent of the total of corrupted money, Tumpak said.

The remaining six percent, or 41.3 billion was corrupted through price markups. The state losses were calculated from corruption cases on which the Supreme Court had already issued a verdict.
