Memorandum on cooperation

Almaty, 30 December 2008, (Khabar) - The representatives of the city administration office of Almaty and builders searched for solutions to the problem related to the completion of the construction of problem housing. The memorandum of the national welfare fund, the financiers and builders suggest several options for solving the problem.

Viktor Dolzhenkov, deputy mayor of Almaty:
- The first mechanism represents the price of 120 thousand tenge per one square metre of rough trimming for Almaty and the second mechanism represents a housing implementation concerning commercial prices or at cost prices which was formed today, referring to the subject of building housing complexes with a shared construction participation.

In the first case, the builders will present the schedule of building and assembling work to the bank, detailing the costs and dates. After which, a construction planning company will be found which will finish the process of construction in its own right. The new structure will be given all the incomplete facilities alongside the ground areas whereas the bank will take on forming the list of facilities and securing financing.

Viktor Dolzhenkov, deputy mayor of Almaty:
- It’s an action plan for one occasion. The fee rate is not higher that 10, 5 % interest per annum here. The mortgage lending period for construction share holders or future customers will take 15 years. The punitive measures for anticipatory paying offs won’t be borne by the banks and neither the possibility of re-financing at a rate of 12, 5% of the previously issues mortgage credit for this facility.

The second option suggests creating several construction companies which will take up the completion of concrete facilities with joint efforts. Unlike the first scheme, the entire work circle will be conducted by the builders themselves. The main task concerns creating a pool of plant purchasers. Viktor Dolzhenkov has also stressed that according to the agreement, one and a half months will be devoted to preparatory works.
