Parliament discusses a bill about preventing of child neglect

Astana, 19 December 2008, (Khabar) - Majilis in first reading has approved the bill “About introducing of changes to some legislative acts on preventing of child neglect and warning of violations among under age”. Oleg Fyodorov, deputy minister for interior affairs has noted the new bill supposes the restriction for visiting entertaining establishments since 11 p.m. till 6 a.m. by under age. If this norm is violated, the parents will pay a fine and even will be responsible for allowing children to visit entertaining establishments.
The deputies have also approved the bill about facultative protocol for the international pact about civil and political rights from December 16, 1966. Kazakhstan ratified this international pact in 2005. In compliance with protocol, any citizen will be able to complaint to the UN committee on human rights if all other means of judicial defense didn’t give a result.

- Ratification of protocol about civil and political rights is an important document because we approach to the international standards in assessing of actions of law enforcement and judicial structures.

The deputies think Kazakhstan’s joining the international pact about civil and political rights expands right protecting possibilities.
