Realization of anti-crisis program in Kazakhstan
Astana, April 02, 2009 (Khabar) - This year, the problem of 25 thousand construction share holders will be solved. The entire network of agro-industrial complexes will start to be formed in the country. Tens of thousands work places will be created as a result. The state will remove administrative barriers which impede entrepreneurs whereas bankers and senior managers will have to cut their personal expenses. All these issues were brought for consideration at the special sitting devoted to the anti-crisis program which was held by the President.

- In general, we see the progress. Government, National Bank and others work effectively and actively and carry out tasks though the work is not simple and intensive. At the same time work must be strengthened on some my instructions. It concerns refinancing of mortgage loans, share of Kazakhstani participation in state procurements and financing of food industry etc. And budget funds must be spent purposefully and we should continue solving these problems.
At the previous meeting, which was dedicated to this topic, the president appointed a certain person in charge for every priority direction of the work. The general leadership and the main workload is the hands of the prime minister. He reported that a total sum of 1 trillion 207 billion tenge was allocated for the support of the local economy.

- This issue has been switched over to the manual management. We examine the way this money is being transferred, related problems and possible solutions on a weekly basis. The capitalization of banks was carried out with the most rapid pace. Concerning the support of small and medium-sized businesses there should have been 29.5 billion tenge in accordance with the application plan on the first quarter, and it turned to be 22.5 in practice. There’s a somewhat slowdown which we have examined in detail. There were some complaints from businesses which faced problems caused by the state. All the issues were solved yesterday, so there are no obstacles caused by the state on the way of transferring the money. Concerning the implementation of infrastructural and innovative projects, an agreement with a Korean consortium on the construction of the Balkhash heat and power plant was signed. The construction works will be commenced in May. All the issues concerning China have also been solved and by the time of the president’s visit a corresponding agreement worth 10 billion US dollars will be signed. Today, two agreements on Arabic investment directions have been signed on the request of the president. The first is concerning the construction of the Abu Dhabi Plaza and the second one is the agreement on the establishment of the first Islamic bank in Kazakhstan. We will receive investments worth one billion US dollars through this agreement.
Umirzak Shukeyev is responsible for the government’s issues of industrial and innovative, housing and agricultural development. The deputy prime minister reported that there is progress concerning each direction.

- Industrial and innovational program was accepted in 2003 and it consists of three stages. Now we face the stage of active realization and 392 projects are realized in the country for the sum 12 trillion 62 billion tenge. And 142 housing objects will be ended as a result of this program and 25 476 share holders will receive flats. And 12 000 share holders will receive their flats the next year.
Nursultan Nazarbayev has noticed some banks impede refinancing of mortgage loans and he instructed to take serious measures on it.

- We received 120 billion tenge for the development of agriculture. 40 billion tenge was reserved for realization of projects in 11 spheres and 80 billions will be spent for lending of spring-field work. 15 projects will build fatten farms and 4 meat processing plants, 9 milk farms and 20 greenhouses, 19 vegetable storages and 6 poultry farms will be built. And two breakthrough projects are production and processing of fine-fleeced wool.
Serik Alhmetov’s mission is to contribute to the development of business projects and increase Kazakhstan’s share in products and services in them. Despite being appointed quite recently, the first results of work can already be seen. The deputy prime minister has introduced the outcome of the republic-wide monitoring.

- Memorandums for trillion tenge were signed by today. Last year such a work wasn’t carried out at all. Analysis of 2008 showed that volume of state procurements of goods and services in Kazakhstan rose to 1,4 trillion tenge. 60% of it is Kazakhstani participation, and this year we will increase it up to 80%. And common volume of subsoil using companies is $8,9 billions and Kazakhstani participation is only 10%.
Serik Akhmetov has also been given a task to sort out the problems faced by Kazakhstan’s entrepreneurs. Nursultan Nazarbayev has stressed that there has to be no administrative barriers. The creation of new jobs is considered to be one more priority direction of the anti-crisis program of Kazakhstan. Yerbol Orynbayev is responsible for this issue. The deputy prime minister has demonstrated a recently elaborated employment chart of the republic’s population to the president. It brings out all the risk zones where the main resources will be directed to.

- The whole budget of this program is 191 billion tenge and 5,5 billions are for social workplaces. About 62 000 workplaces will be opened and 3,1 billions will be spent for youth practice. 34,5 000 workplaces will be opened and 168 billions will be spent for housing and municipal economy, roads, schools and maslikhats.
The state will increase its expenses for the support of socially unprotected groups of population and workers while wealthy people represented by senior managers of state-run companies and bankers will have to cut their expenses.
Kairat Kelimbetov, Chairman of Board, “Samruk-Kazyna” Sustainable Development Fund:
- We made a suggestion on the reduction of the number of staff at the main company by two times, by 15% in its subsidiaries and to reduce salaries by 30%. This doesn’t apply to workers. The job cut will be completed by the 10th of May and there would be no bonuses. Travel allowances will be curtailed; the management structure will be optimized from 10 down to 6 levels. The number of deputy heads will be reduced by 50%. We will also withdraw and selling our non-core assets before the 1st of July.

- The similar work must be carried out at all state-run companies, join-stock companies and banks where the state has a share. Banks and their employees do not seen to be influenced by the crisis which is wrong. They have to show that they support people.
A special attention at the sitting was also focused on the industrial and innovative program of Kazakhstan. The necessity of technological updating is especially important for Kazakhstan today. In one month, the government will have to present Nursultan Nazarbayev with the results of his tasks’ fulfillment.
