CABINET MEETING IN BRIEF
Ulaanbaatar, Mongolia /MONTSAME/ The cabinet decided on Wednesday to construct a campus of universities on a 10,000 hectares area located in the 4th and 5th khoroos (smallest administrative unit in the capital) of Baganuur district.
Initially were planning to erect it the city's Nalaikh district together with a Silicon Valley, but the location has been rejected because this area has permafrost.
- The cabinet backed a draft amendment to the law on stamp duty for VAT and then decided to submit it to parliament.
- A draft amendment to the law on the special fund of government was discussed. It will be submitted to the State Great Khural, reflecting proposals from cabinet members. If this law is approved, a regulation will be improved for the laws about a legal environment of state fund of training. Moreover, MNT 6.3 billion will be budgeted for the constant expense of state-owned universities and institutes, 504 million--for allowances for the newly retired, and 27 million--for mid-career training of university teachers. Money of 138 billion will be budgeted for scholarships and loans of training.
- The cabinet allowed people to hunt 50 male wild sheep, 120 male mountain goats, five red deers, 150 white antelopes, 40 grey wolves, 40 roe-deer, 10 boars and up to 300 hunting birds of steppe and forest, for a special purpose. In accordance with the decision, the number of animals to be hunted have not been changed. In recent five years, the state budget received over MNT 8 billion from the incomes of hunting payments.
- The cabinet backed in principle a draft law on protecting water resources from pollution, control over the water pollution, a draft amendment to the law on water, a draft amendment to the general law on tax and a draft amendment to the law on the master budget. Some proposals will be conveyed to the initiator N.Ganbyamba MP.
- A model rule for family health centers and a general plan of forest management were approved. The related Ministers were obliged to ensure this plan with professional methods and to reflect capitals in the annual guidelines of socio-economic development and in the budgets.
- The government backed a matter on joining the Third Protocol Amending the Treaty of Amity and Cooperation in Southeast Asia. This matter will be consulted with a related Standing committee of parliament.
- According statistics, the cabinet met six times, discussing 67 issues and getting acquainted with 20 issues. Of them, 11 were be submitted to the State Great Khural, four--conveyed to the law initiators, three--consulted with Standing committees, one was submitted to the President, three were introduced to the National Security Commission, and five were postponed.
